VIDEO GAMING ACT

Creates the Video Gaming Act. Provides that licensed retail establishments where alcoholic liquor is served for consumption, licensed fraternal establishments, and licensed veterans establishments and truck stops may conduct video gaming. Provides that the Illinois Gaming Board shall be responsible for administration and enforcement of laws relating to video gaming terminals. Amends the Riverboat Gambling Act to provide that the Illinois Gaming Board shall be responsible for administration and enforcement of the Video Gaming Act. Amends the Gambling Article of the Criminal Code of 1961 to make corresponding changes. Amends the State Finance Act to create the Local Government Video Gaming Distributive Fund as a special fund in the State treasury. Effective immediately.

$COMPTROLLER-COURT REPORTING

Makes FY11 appropriations to the State Comptroller for expenses related to court reporting. The sum of $1 is appropriated for official court reporting. The sum of $1 is appropriated for State contributions to the State Employees’ Retirement System and $1 for State contributions to Social Security. Effective July 1, 2010.

USE/OCC TAX-ROLLING STOCK

Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. With respect to the rolling stock exemption for aircraft and watercraft, requires that greater than 50% of the trips or miles in a 12-month period must be qualifying trips (interstate, for hire). Provides that an election of the trips or mileage method remains in effect for the life of the item (now, during a notice of liability period). Effective immediately.

RENEWABLE FUELS-GRANT

Amends the Illinois Renewable Fuels Development Program Act. Provides that facilities that produce ethanol for gasohol or majority blended ethanol fuel shall receive a grant equal to 10 cents per gallon of annual production capacity, not to exceed $10,000,000 for each facility. Provides that the Department of Commerce and Economic Opportunity must establish the Renewable Fuels Majority Blended Ethanol Infrastructure Program for the purpose of providing grants to units of local government and gasoline stations or service stations offering to the public retail sales of motor fuel. Creates the Renewable Fuels Competitive Commercialization Grant Oversight Committee. Sets forth the membership of the Committee. Provides that the Department of Commerce and Economic Opportunity must establish the Renewable Fuels Rail Infrastructure Assistance Program. Provides ethanol production facilities with grants to reduce their water and energy usage and carbon emissions. Provides that grants awarded from the Renewable Fuels Development Program Fund are subject to certain limitations. Amends the State Finance Act to make conforming changes. Imposes limits on rulemaking authority. Effective immediately.
