COGFA-MEDICAL CARE COMMITTEE

Amends the Commission on Government Forecasting and Accountability Act. Creates the Illinois Medical Care Advisory Committee within the Commission on Government Forecasting and Accountability. Provides for members to be appointed by the Joint Committee on Legislative Support Services. The Committee shall review State medical care programs and services provided, arranged, or procured by State agencies, including without limitation the following: the Department of Healthcare and Family Services, the Department of Human Services, the Department of Public Health, the Department on Aging, the Department of Children and Family Services, the Department of Corrections, the Department of Central Management Services, the State Board of Education, the Illinois Comprehensive Health Insurance Plan, and the University of Illinois. Provides for consultation with committees of the General Assembly, reporting, and making recommendations. Contains other provisions. Effective immediately.

ST GROUP INSURANCE-LOCAL GOVT

Amends the State Employees Group Insurance Act of 1971. With respect to the participation of units of local government, school districts, rehabilitation facilities, and child advocacy centers in the group health insurance plan, permits participation with fewer than all employees enrolled as long as (i) those not enrolled are covered spouses or dependents in the Act's plan or another plan or (ii) at least 50% of employees are enrolled (now, for units, districts, and facilities, at least 85% of employees must be enrolled and for child advocacy centers, all employees must be enrolled without exception).

MOBILE HOME TAX NOTICE

Amends the Mobile Home Local Services Tax Enforcement Act. Eliminates the requirement that notice of application for judgment and sale of delinquent mobile homes must be mailed "by registered or certified mail". Requires the person mailing the notice to make proof of service.

VETERAN IDENTIFICATION

Amends the Illinois Vehicle Code and Illinois Identification Card Act to provide that the Secretary of State shall designate on each identification card (driver's license or Illinois identification card) issued a space where the word "veteran", on a distinct background, would be placed at the request of an applicant for an identification card who also presents to the Secretary of State a written confirmation from the Department of Veteran's Affairs that the applicant is a veteran of the United States Armed Forces and was not dishonorably discharged. Provides that the Secretary of State may disclose the applicant's social security number or any associated information obtained from the Social Security Administration without the written request or consent of the individual to the Department of Veterans' Affairs for the purpose of confirming veteran status for qualification for distinct identification cards or veteran special license plates. Effective January 1, 2010.
