Amends the Data Security on State Computers Act. Provides that the definition of "Agency" does not include public universities or their governing boards. Provides that the Act does not apply to the legislative branch of State government, the Office of the Lieutenant Governor, the Office of the Attorney General, the Office of the Secretary of State, the Office of the State Comptroller, or the Office of the State Treasurer. Requires the governing board of each public university in this State to implement and administer the provisions of the Act with respect to State-owned electronic data processing equipment utilized by the university. Provides that the governing board shall implement a policy to mandate that all hard drives of surplus electronic data processing equipment be cleared of all data and software before being prepared for sale, donation, or transfer by following certain requirements. For purposes of the Act and any other State directive requiring the clearing of data and software from State-owned electronic data processing equipment prior to sale, donation, or transfer by a public university, provides that the governing board of the university shall have and maintain responsibility for the implementation and administration of the requirements for clearing State-owned electronic data processing equipment utilized by the university. Effective immediately.

Amends the Mobile Home Local Services Tax Act. In provisions concerning obtaining a permit certifying that taxes have been paid prior to moving a mobile home, provides that the county treasurer may collect a fee of $5 from the transporting company to cover the costs of issuing the permit. Effective immediately.
Makes FY10 appropriations to the State Comptroller for expenses related to public official salaries. The sum of $19,767,000 is appropriated for States Attorney and Public Defender salaries. The sum of $14,067,000 is appropriated for the States share of States Attorney salaries and $5,700,000 for the States share of Public Defender salaries. Effective July 1, 2010.
Amends the Illinois Insurance Code. In the provisions concerning the classification of insurance and insurance businesses, provides that the insurance laws of this State, including the Act, do not apply to a religious organization or members of the organization when the organization adheres to specified provisions. Sets forth the verbatim written disclaimer that all such organizations shall provide on all applications for membership or participation. Effective immediately.
Amends the Property Tax Code. Eliminates the requirement that notice of application for judgment and sale of delinquent properties must be mailed "by registered or certified mail". Requires the person mailing the notice to make proof of service.
Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning tax credits for providing child care for employees.
Amends the War on Terrorism Compensation Act. Includes recipients of the Afghanistan Campaign Medal and the Iraq Campaign Medal to the list of veterans entitled to receive compensation in the amount of $100 for their military service. Effective immediately.
Amends the Eminent Domain Act. Makes a technical change in a heading concerning quick-take powers.
Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, property owners must notify affected fire protection districts upon the filing of any application for a non-homestead exemption that would reduce the assessed valuation of any property by more than $100,000 and provides that the districts must be given the opportunity to be heard on the matter. Effective immediately.
