Makes appropriations to the Auditor General (i) from the General Revenue Fund for the ordinary and contingent expenses of his Office and (ii) from the Audit Expense Fund for audits, studies, and investigations. Effective July 1, 2010.

Amends the Illinois Horse Racing Act of 1975. Deletes the provisions concerning the payment of certain moneys that would otherwise be payable to purse accounts to wagering facilities if the total Illinois pari-mutuel handle on Illinois horse races at all wagering facilities in a calendar year is less than 75% of the total Illinois pari-mutuel handle on Illinois horse races at all such wagering facilities for calendar year 1994 (the recapture provisions). Effective immediately.
Amends the Property Tax Code. Generally defines "homestead property" as residential property that on January 1 is occupied by the owner, lessee, or interest holder as a principal dwelling place and there is a liability for paying taxes. States what part of property constitutes a homestead. Allows the chief county assessment officer to establish a specific legal description. Amends various homestead provisions to conform to the definition. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the General Assembly.
Amends the Department of Transportation Law of Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the State Budget Law of the Civil Administrative Code of Illinois. Allows the Governor to submit the State budget and budget information electronically and publish it on a State website. Effective immediately.
Creates the Bowling Center Act. Contains only a short title provision.
Amends the Comprehensive Health Insurance Plan Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning a tax credit for property taxes.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
