Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the definition of "mental retardation".

Amends the Illinois Vehicle Code. Modifies the definitions of "malfunction indicator lamp" and "on-board diagnostic system". Makes changes in the categories of vehicles that are subject to vehicle emissions inspection requirements. Deletes provisions permitting the substitution of a steady-state idle exhaust gas analysis and evaporative system integrity test for the on-board diagnostic system test. Adds a provision permitting the substitution of a visual inspection test for the on-board diagnostic test in certain cases. Effective February 1, 2012.
Amends the State Finance Act. Provides that the State Comptroller shall order transferred and the State Treasurer shall transfer from certain funds moneys in certain amounts for deposit into the Audit Expense Fund. Effective immediately.
Amends the Comprehensive Health Insurance Plan Act to provide that the Comprehensive Health Insurance Board at its option may extend the term of a plan administrator contract for a period not to exceed 3 years. Effective immediately.
Asks the Commission on Government Forecasting and Accountability to study the cost of healthcare mandates that are currently part of the Illinois Insurance Code.
Congratulates the owners of Rip's Chicken in Ladd on the occasion of winning a Midwest Living Magazine top restaurant award at the Illinois Governors Conference on Tourism in Rosemont.
Amends the Park District Code. Provides that a park district may levy taxes for corporate purposes or recreational programs to a total rate that does not exceed the total of the rates authorized under the Act for those purposes. Provides that a tax increase for corporate purposes or recreational programs may not exceed the extension limitation set forth in the Property Tax Code. Effective immediately.

Amends the Township Code. Makes a technical change in a Section concerning duplicate township names.
Amends the Public Utilities Act. Repeals provisions requiring the Illinois Commerce Commission: (i) to collect information relating to the acquisition or sale of emission allowances under federal law from each public utility and each affiliated interest of a public utility owning an electric generating station and (ii) to adopt rules concerning the policies and procedures to be utilized in evaluating and deciding any requests for the recovery and allocation of reasonable and prudent costs incurred in the construction of generation or production facilities that have been cancelled. Effective immediately.
