Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Provides that no insurance producer shall use a senior-specific certification or professional designation that indicates or implies in such a way as to mislead a purchaser or prospective purchaser that the insurance producer has a special certification or training in advising or servicing seniors in connection with the solicitation, sale, or purchase of a life insurance or annuity product or in the provision of advice as to the value of or the advisability of purchasing or selling a life insurance or annuity product, either directly or indirectly through publications, writings, or by issuing or promulgating analyses or reports related to a life insurance or annuity product. Defines "use of senior-specific certifications or professional designations". Makes other changes. Effective immediately.
Amends the Illinois Procurement Code. Provides that, for contracts with the State, a privately held entity that is exempt from Federal 10k reporting but has more than 200 (now, 400) shareholders may, in place of the prescribed disclosures, submit the information that Federal 10k reporting companies are required to report under federal regulations and list the names of any person or entity holding any ownership share greater than 5%. Effective immediately.
Amends the State Comptroller Act. Provides that all State payments for an employee's payroll, a retiree's pension, or an employee's expense reimbursement must be made through direct deposit. Provides that all State payments to a vendor that exceed a certain allowable limit of paper warrants in a fiscal year, by the same agency, must be made through direct deposit. Provides that, if a State agency fails to meet the direct deposit requirements, the Comptroller may charge the employee, retiree, or vendor a processing fee of $2.50 per paper warrant. Amends the State Prompt Payment Act. Provides that an individual interest penalty for a late payment owed by the State amounting to $5 or less shall not be paid by the State. Provides that the Comptroller may require all interest penalty payments to be made through direct deposit. Effective immediately.
Amends the Comprehensive Health Insurance Plan Act in the provision concerning definitions. Provides that as it pertains to Medicare, the effective date is 24 months after the entitlement date as approved by the Social Security Administration, except when eligibility is made retroactive to a prior date. Provides that in such circumstances, the effective date of Medicare is the date on the Notice of Award letter issued by the Social Security Administration. Effective immediately.
Amends the Department of Veterans Affairs Act. Provides that the creation of the Division of Women Veterans Affairs within the Department of Veterans Affairs is subject to appropriations. Removes a provision requiring the Department to encourage the State to implement more programs to address the wide range of issues faced by Persian Gulf War Veterans. Removes references to the John Joseph Kelly Veteran's Home as an Illinois Veterans Home admitting disabled veterans requiring nursing home care. Provides that no later than July 1, 2012 the Veterans' Memorial Commission shall make recommendations to the Governor and the General Assembly on changes to the Illinois statutes to help ensure the long term maintenance and preservation of veterans' memorials. Changes the composition of the Commission by adding one member who represents the Illinois Historic Preservation Agency. Repeals provisions concerning the National World War II Memorial Fund; the World War II Illinois Veterans Memorial Fund; the capacity of the LaSalle Veterans Home; and the task force on Servicemember and Veterans Education.
Amends the Upper Illinois River Valley Development Authority Act. Provides that the Upper Illinois River Valley Development Authority may issue bonds, notes, or other evidences of indebtedness in an aggregate amount outstanding not to exceed $500,000,000 (now, $250,000,000). Provides that the notes and bonds issued by the Authority and the income from these notes and bonds may be free from all taxation by the State or its political subdivisions, except for estate, transfer, and inheritance taxes. Provides that the exemption from taxation shall apply to the income on any notes or bonds of the Authority only if the Authority in its sole judgment determines that the exemption enhances the marketability of the bonds or notes or reduces the interest rates that would otherwise be borne by the bonds or notes. Effective immediately.
