Amends the Department of Veterans Affairs Act. Requires the Department of Veterans' Affairs to establish and administer a program to ensure that female veterans receive breast and cervical cancer screenings as they transition to civilian life. Provides that the program shall be subject to appropriation and that the Department shall establish eligibility requirements by rule.

Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.
Amends the Title Insurance Act. Provides that a corporation authorized to do business under the Act shall notify, in writing, the mortgagor and the third-party involved in a mortgage assumption transaction that when the mortgage is being assumed by the third-party and the third-party fails to pay the mortgage, the mortgagor may be responsible for the mortgage. Effective January 1, 2013.
Amends the Illinois Governmental Ethics Act. Requires former members of the General Assembly, for a period of 2 years following the termination of their terms of office, to file verified written statements of economic interests. Effective immediately.
Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
Amends the Illinois Governmental Ethics Act. Requires former members of the General Assembly to file statements of economic interests for a period of 2 years following the termination of their terms of office if they elect to do so. Effective immediately.
Amends the Unified Code of Corrections. Provides that a person convicted of the offense of knowingly manufacturing or delivering or possessing with intent to manufacture or deliver heroin or an analog of heroin may not receive a sentence of a period of probation, a term of periodic imprisonment, or conditional discharge if the amount of the heroin is 3 (rather than over 5) grams or more.
Amends the Firearm Owners Identification Card Act. Changes, from 21 years of age or over to 18 years of age or over, the age at which a person may apply for and be issued a Firearm Owner's Identification Card without the consent of a parent or legal guardian. Effective immediately.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the University of Illinois Act with respect to scholarships for the children of veterans. Provides that children of persons who served in the armed forces of the United States at any time during the siege of Beirut between June 14, 1982 and August 21, 1982 or at any time during the Grenada Conflict between October 25, 1983 and December 15, 1983 are eligible for a scholarship. Effective July 1, 2012.
