Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

Amends the State Employee, State Universities, and Downstate Teacher Articles of the Illinois Pension Code. Provides that service credit is not available for unused sick leave accumulated by a person who first participates in the System on or after the effective date of this amendatory Act. Effective immediately.
Amends the Title Insurance Act. Provides that a corporation authorized to do business under the Act shall notify, in writing, the mortgagor and the third-party involved in a mortgage assumption transaction that when the mortgage is being assumed by the third-party and the third-party fails to pay the mortgage, the mortgagor may be responsible for the mortgage. Effective January 1, 2014.
Amends the County Economic Development Project Area Property Tax Allocation Act. In a provision concerning economic development project costs, exempts certain ad valorem tax rebates for economic development project areas that are located in Grundy County from being considered in the sum total of all reasonable or necessary costs incurred by the county incidental to an economic development project. Effective immediately.
Amends the State Officials and Employees Ethics Act. Provides that a former member, or a spouse or immediate family member living with that member, shall not, within a period of 2 years immediately after termination of the former member's most recent term of office, accept employment or receive compensation or fees for services as an employee of an executive branch constitutional officer. Defines "employee of an executive branch constitutional officer". Effective immediately.
Amends the State Universities and Downstate Teacher Articles of the Illinois Pension Code. Provides that, for academic years beginning on or after July 1, 2013, if the amount of a participant's earnings for any academic year used to determine the final rate of earnings, determined on a full-time equivalent basis, exceeds the amount of his or her earnings with the same employer for the previous academic year, determined on a full-time equivalent basis, by more than the unadjusted percentage increase in the consumer price index-u for that year (rather than 6%), then the participant's employer shall pay to the applicable System, in addition to all other payments required and in accordance with guidelines established by that System, the present value of the increase in benefits resulting from the portion of the increase in earnings that is in excess of the unadjusted percentage increase in the consumer price index-u for that year (rather than the present value of the increase in benefits resulting from the portion of the increase in earnings that is in excess of 6%). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the University of Illinois Act in a Section concerning scholarships for the children of veterans. Adds as periods of hostilities for which a county may award a scholarship (i) any time during the siege of Beirut between June 14, 1982 and August 21, 1982 and (ii) any time during the Grenada Conflict between October 25, 1983 and December 15, 1983. Provides that if a scholarship is not awarded for a given period of hostilities listed in the Section because there are no qualified applicants, then the county may award the scholarship for another one of the listed periods of hostilities, in which case there may be more than one scholarship awarded for the same period of hostilities. Effective July 1, 2013.
Amends the State Employees Group Insurance Act of 1971. Provides that, notwithstanding any other law to the contrary, the Teachers Health Insurance Security Fund is not subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would in any way transfer any amounts from the Teachers Health Insurance Security Fund into any other fund of the State. Effective immediately.
Amends the Adoption Act. Eliminates the definition and function of the Intercountry Adoption Coordinator in the Department of Children and Family Services.
Creates the City of Braidwood Tax Levy Validation (2013) Act. Validates levy ordinances and tax extensions to the extent they do not exceed the maximum amount authorized under the Property Tax Extension Limitation Law if the taxing district had taken into account the tax increment value from the expiration of City of Braidwood TIF Number 1. Amends the Property Tax Code to make the Property Tax Extension Limitation Law subject to the City of Braidwood Tax Levy Validation (2013) Act. Effective immediately.
