STATE EMPLOY GROUP INS-TEACHER

Amends the State Employees Group Insurance Act of 1971. Provides that, notwithstanding any other law to the contrary, the Teachers Health Insurance Security Fund is not subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would in any way transfer any amounts from the Teachers Health Insurance Security Fund into any other fund of the State. Effective immediately

ETHICS-REVOLVING DOOR-MEMBERS

Amends the State Officials and Employees Ethics Act. Provides that a former member, or a spouse or immediate family member living with that member, shall not, within a period of 2 years immediately after termination of the former member's most recent term of office, accept employment or receive compensation or fees for services as an employee of an executive branch constitutional officer. Defines "employee of an executive branch constitutional officer". Effective immediately.

PRECIOUS METAL PURCHASING ACT

Creates the Precious Metal Purchasing Act. Provides that a person who is in the business of purchasing precious metal shall obtain a proof of ownership, create a record of the sale, and verify the identity of the seller. Provides that a person who is in the business of purchasing precious metal shall not pay for the precious metal in cash and shall record the method of payment. Requires the purchaser to keep a record of the sale for one year or, if the purchase amount is over $500, for 5 years. Provides that a person who violates the Act is guilty of a petty offense and subject to a fine not exceeding $500. Provides that the Attorney General may inspect records, investigate an alleged violation, and take action to collect civil penalties.

CONTROLLED SUB&CD CORR-HEROIN

Amends the Illinois Controlled Substances Act. Provides that the knowing manufacture or delivery of, or possession with intent to manufacture or deliver, heroin is a Class X felony with respect to 3 grams (rather than 15 grams) or more of heroin. Amends the Unified Code of Corrections. Provides that the offense is non-probationable if the amount of the heroin is 3 (rather than over 5) grams or more.

GOVT ETHICS-ECONOMIC INTERESTS

Amends the Illinois Governmental Ethics Act. With respect to statements of economic interests, makes changes concerning: interests of spouses and immediate family members living with the person required to file; development of forms by the Secretary of State that replicate federal forms; supplemental filings by board and commission appointees; electronic filing; posting of statements by the Secretary of State in a searchable database on the Internet; and training by the Secretary of State for ethics officers and persons required to file statements. Effective immediately.

HONORARY SIGNS-STATE PAYMENT

Amends the State Designations Act. Prohibits the non-trivial costs associated with the production or installation of an honorary memorial, monument, plaque, sign, or similar item, including those costs arising as a result of the passage of a resolution or joint resolution of the Illinois House of Representatives calling for the production or installation of such an item, from being paid by the State unless (i) a law passed by the General Assembly expressly provides for the payment of those costs by the State or (ii) the person being honored has by gift or bequest made a donation that is being recognized by the production and installation of that item. Authorizes the State Treasurer to accept payment for these production and installation costs from an honoree or his or her agent. Requires the State Treasurer to deposit these moneys into the Honorary Designation Fund and, after being notified in writing by the honoree or his or her agent of the State agency that is ultimately responsible for producing and installing the item, to transfer from the Fund and to that State agency the moneys deposited by that person for that purpose. Amends the State Finance Act. Creates the Honorary Designation Fund as a special fund in the State treasury.

INC TX-ESTIMATED TAXES

Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.
