Amends the Emergency Medical Services (EMS) Systems Act. In provisions concerning Level II Trauma Center minimum standards, provides that the Department of Public Health shall grant a permanent waiver of the requirement that an emergency medicine physician working at a Level II Trauma Center be board-certified in emergency medicine if it determines that certain criteria are met, including: (1) the trauma center is located in a county that (i) has a population of less than 75,000 and (ii) is a physician shortage area designated by the Director of Public Health or a health professional shortage area designated by the Secretary of Health and Human Services; (2) the trauma center demonstrates that it has tried, without success, to recruit a board-certified emergency medicine physician; and (3) the physician for whom the waiver is sought has at least 5 years of experience working as an emergency medicine physician in a trauma center setting and his or her education, training, and experience are equal to that of a physician who is board-certified in emergency medicine. Provides that the Department's authority to grant a waiver expires 5 years after the effective date of the amendatory Act. Effective immediately.

Amends the Wireless Emergency Telephone Safety Act. Defines "Trust Fund". Provides that beginning April 1, 2013, (now, January 1, 2008) the monthly surcharge imposed on wireless carriers shall be $1.00, rather than $0.73. Removes provisions concerning amounts per surcharge to be deposited into specified funds. Requires the State Treasurer to deposit $0.80 per surcharge into the Wireless Service Emergency Fund for distribution to the 9-1-1 authorities and $0.18 per surcharge into the NG9-1-1 Service Equalization Trust Fund. Provides that 1% of the amounts collected may be distributed to the Illinois Commerce Commission to cover administrative costs. Further provides that in the case of a delinquent report, the Illinois Commerce Commission may impose a penalty on a carrier equal to the product of $0.1 (now, 1/2¢) and the number of subscribers served by the carrier, and that any penalty imposed shall be deposited into the NG9-1-1 Service Equalization Trust Fund. Provides that the Act is repealed on January 1, 2019 (now, April 1, 2013). Effective April 1, 2013.
Amends the Illinois Vehicle Code. Provides that counties in addition to municipalities may adopt administrative procedures for the release of impounded vehicles. Provides that the enabling ordinance must provide that all final decisions of the administrative hearing officer shall be subject to review under the provisions of the Administrative Review Law, unless the county or municipality allows in the enabling ordinance for direct appeal to the circuit court having jurisdiction over the county or municipality.
Amends the School Code. Provides that certain provisions requiring applicants, as a condition of employment with a school district, to authorize a fingerprint-based criminal history records check do not apply to a certified or licensed teacher who has retired from employment with a school district and is again applying for employment with a school district as a teacher if that person (i) submitted to a fingerprint-based criminal history records check as a condition of employment with a school district within the last 10 years, as of the date of application, and (ii) signs an affidavit stating that he or she has not been convicted of any crime since that check was performed, which affidavit shall be in a form as determined by the State Board of Education and filed with the school district. Makes technical corrections.
Amends the Illinois Income Tax Act. Creates a credit for taxpayers who are employed by or volunteer for a county emergency medical services agency in a county with a population of fewer than 10,000 as a paramedic, firefighter, emergency medical technician, or ambulance driver. Provides that the credit shall be equal to 5% of the base amount of the standard exemption for individuals. Effective immediately.
Amends the General Provisions Article of the Illinois Pension Code. Requires the trustees of downstate police and firefighter pension funds to complete the 32-hour initial ethics training in 2 years (rather than 1 year) and the 16-hour continuing ethics training every 2 years thereafter (rather than every year thereafter). Requires 8 hours of the 32-hour initial ethics training to be completed in the first year and to include training in trustee ethics and fiduciary duties and liabilities. After completion of the initial ethics training, requires 4 hours of continuing training in trustee ethics and fiduciary duties and liabilities each year. Requires specified portions of the continuing ethics training to be done in a classroom or comparable online setting. Authorizes the balance of the continuing ethics training to be earned through participation in board hearings or training opportunities associated with other organizations or employment that are applicable to the duties of a pension fund trustee. Authorizes the training required of trustees of downstate police and firefighter pension funds to be applied toward the 8-hour continuing ethics training requirement that applies to all trustees of pension and retirement systems in the State.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that, in July 2013, the monthly pension of a firefighter who retired on or before January 1, 1986 shall be recalculated and increased to reflect the amount that the firefighter would have received in July 2013 had the firefighter been receiving a 3% compounded increase for each year he or she received pension payments after January 1, 1986, plus any increases in pension received for each year prior to January 1, 1986. In each January thereafter, provides that he or she shall receive an additional increase of 3% of the amount of the pension then being paid. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2014 and ending with taxable years ending on or before December 31, 2018, an amount equal to 5% of the first $1,000,000 of retail sales by the taxpayer during the taxable year of Illinois agricultural products certified by the Illinois Department of Agriculture under the "Illinois Product" label program.
Amends the Personnel Code. Provides that a person is qualified for a veterans preference of 2 points if the person completed his or her first term of enlistment or obligation, regardless of whether or not that person was placed on active duty status, and the person: (1) was discharged under honorable conditions, (2) was discharged on the ground of hardship, or (3) was released from active duty because of a service connected disability. Effective immediately.
Recognizes President Ronald Reagan and requests a statue be placed in the Illinois State Capitol Building or on the surrounding grounds in his honor.
