Amends the Organ Donor Leave Act. Allows the Director of Central Management Services to set, by administrative rule, the amount of compensated time that an employee may use to donate blood. Acknowledges that technology may advance at a rate that outpaces the General Assembly's ability to address those advances legislatively. Provides that, to the extent that the Act may not expressly apply to those technological advances, the Act should nonetheless be interpreted to further the declared policy of the Act. Defines the terms "blood" and "organ". Effective immediately.

Amends the Organ Donor Leave Act. Provides a definition of blood that includes whole blood or any cell or part of blood. Provides that the Department of Central Management Services may adopt rules governing leave for the purpose of donating blood. Effective immediately.
Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2013 and ending with taxable years ending on or before December 31, 2018, an amount equal to 5% of the first $1,000,000 of retail sales by the taxpayer during the taxable year of Illinois agricultural products certified by the Illinois Department of Agriculture under the "Illinois Product" label program.
Amends the Illinois Renewable Fuels Development Program Act. Sets out legislative findings regarding certain types of ethanol blended fuel. Provides that the Department of Commerce and Economic Opportunity may provide information to gas stations in the State encouraging the stations to offer E15 as an option for customers. Provides that the Department may provide information to gas stations on any financial assistance that may be available to subsidize the cost of providing E15 blended fuel to consumers.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that special purpose levies made by a fire protection district for the purpose of making contributions to a firefighter's pension fund are exempt from the definition of "aggregate extension".
Amends the Firearm Concealed Carry Act. Deletes provision prohibiting a licensee from knowingly carrying a firearm into a public park. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that special purpose levies made by a fire protection district for the purposes of insurance, torts, and risk management programs are exempt from the definition of "aggregate extension".
Creates the Interstate Mutual Aid Act. Authorizes political subdivisions of the State to enter into mutual aid agreements with units of government from another state to provide for the coordination of communications, staging, training, and response to planned and unplanned events which a local jurisdiction has determined exceed, or are likely to exceed, its emergency response capabilities. Grants immunity from civil actions to persons acting pursuant to a mutual aid agreement. Also contains provisions concerning licenses, certifications, and employee benefits. Effective immediately.
Amends the Illinois Finance Authority Act. Provides that loans for the purchase of fire trucks or brush trucks may not exceed $350,000 (now, $250,000) to any fire department or fire protection district. Effective immediately.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
