PROP TX-EXEMPTION NOTICES

Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, property owners must notify affected fire protection districts upon the filing of any application for a non-homestead exemption that would reduce the assessed valuation of any property by more than $100,000 and provides that the districts must be given the opportunity to be heard on the matter.

IMMUNITY NON-ILL MUTUAL AID

Amends the Emergency Medical Services (EMS) Systems Act. Provides that emergency medical personnel from outside Illinois are not prevented from rendering requested assistance in Illinois while participating within a formal mutual aid system. Provides that immunities in the Act apply to the specified activities performed by personnel from outside Illinois (instead of providing that there is no immunity for these activities). Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that a local entity outside of Illinois, or any of its employees, providing fire and rescue services in Illinois under a mutual aid agreement with the State or a political subdivision shall have the same immunities as do public entities and employees in Illinois. Amends the Good Samaritan Act. Provides that the immunity provided for law enforcement officers, firemen, EMTs, and first responders also applies to similar employees from outside Illinois who provide services under a mutual aid agreement with Illinois or one of its political subdivisions. Effective immediately.

TEACHER-CERT-CRIMINAL OFFENSE

Amends the School Code and the Counties Code. Provides that it is a State's Attorney's duty to notify the State Superintendent of Education upon the conviction of any individual known to possess a certificate issued under the School Code of any of certain offenses or any other felony conviction. In the criminal history records check provisions of the School Code, makes changes concerning the offenses for which a school board may not knowingly employ a person. Provides that no one may be certified to teach or supervise in the public schools who has been convicted of certain offenses (instead of providing that in determining good character, any felony conviction of an applicant may be taken into consideration, but such a conviction shall not operate as a bar to registration). In provisions concerning suspension or revocation of a certificate, provides that the State Superintendent of Education has the exclusive authority to initiate the suspension of up to 5 calendar years or revocation of any certificate (instead of providing that a certificate may be suspended for a period not to exceed one calendar year by the regional superintendent of schools or for a period not to exceed 5 calendar years by the State Superintendent). With respect to certificate suspension and revocation, makes changes concerning an investigation, notice, a hearing, an appeal, and the offenses that are grounds for suspension and revocation. Makes other changes.

FIRE PREVENTION SAFETY ACT

Creates the Fire Prevention Safety Act. Provides that no person, being the owner, occupant, lessee, designer, or builder of any building or other structure, shall permit alteration or construction of the building or structure to violate any provision of the code adopted by the Office of the State Fire Marshal or the rules adopted under the Act. Requires the Office of the State Fire Marshal to adopt a national model fire safety code to be the minimum fire safety code in the State of Illinois and to adopt rules. Provides that the Office of the State Fire Marshal, and the officers of cities, villages, towns, and fire protection districts, shall enforce such rules, under the direction of the Office of the State Fire Marshal. Allows the Office of the State Fire Marshal, and the officers of cities, villages, towns, and fire protection districts under the direction of the Office of the State Fire Marshal, to inspect and examine at reasonable hours any premises, and the buildings and other structures thereon, and if a dangerous condition or fire hazard is found to exist contrary to the rules, to order the dangerous condition removed or remedied and to notify the owner, occupant, or other person interested in the premises. Provides for a hearing process and court review of an order to remove or remedy a dangerous condition or fire hazard by the Office of the State Fire Marshal. Provides penalties for violation of the Act. Amends the Fire Investigation Act. Repeals Sections concerning: building safety provision; compliance with orders of the Office of the State Fire Marshal; and hearings and court review of orders of the Office of the State Fire Marshal. Amends the School Code to change references from the Fire Investigation Act to the Fire Prevention Safety Act.

INC TAX-CREDITS

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.

RENEWABLE FUELS-GRANTS

Amends the Illinois Renewable Fuels Development Program Act. Authorizes the Department of Commerce and Economic Opportunity to award, in excess of the annual aggregate grant total, up to $1,000,000 to a grant applicant who installs incorporating water recycling technology in the renewable fuels plant. Effective immediately.

PTELL-AGGREGATE EXTENSIONS

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that levies by fire protection districts for pension contributions and for tort liability, insurance, and risk-management programs are exempt from the definition of "aggregate extension".

E85 MARKET EXPANSION PROGRAM

Amends the Illinois Renewable Fuels Development Program Act and the State Finance Act. Provides that the Department of Commerce and Economic Opportunity shall create and operate an E85 Market Expansion Program that provides debit cards, credit cards, E85 coupons, or some other form of negotiable instrument as determined by the Department for $500 in credit towards the purchase price of E85 fuel purchased within Illinois. Requires program applicants to have purchased a new flexible fuel vehicle within the 12-month period prior to submitting the application to be eligible for the Program. Provides that only one Program grant shall be made to the owner of any vehicle during the life of that vehicle. Creates the E85 Market Expansion Fund. Makes other changes. Effective immediately.
