Expresses the General Assembly's support for the "25x'25 Vision" and its goal of having agriculture provide renewable energy and safe and affordable food and fiber.

Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.
Amends the Property Tax Code concerning tax sales. In a Section concerning the annual tax judgment, sale, redemption, and forfeiture record, provides that the record must be prepared on or before the day on which application for judgment is to be made (now, at least 5 days before the day on which application for judgment is to be made). Provides that certain formatting and maintenance requirements apply only to the final record. Effective immediately.
Creates the Wind Energy Code. Contains only a short title provision.
Amends the Illinois Income Tax Act. Provides for a credit for taxpayers who, during the taxable year, install, on a building or property that is owned by the taxpayer and that is located in the State, a geothermal energy device and sets the amount of the credit at the lesser of (i) $5,000 or (ii) 50% of the actual cost of the acquisition and installation of the device. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.
Amends the Illinois Public Aid Code. Provides a guideline for Medicaid reimbursement for ambulance services for emergency ambulance services, non-emergency ambulance services, mileage, advanced life support services, and specialty care transport services. Provides that the requirement for payment of ground ambulance services by the Illinois Department of Healthcare and Family Services is met if the services are provided pursuant to a request for evaluation, treatment, and transport for an individual with a condition of such a nature that a prudent layperson would have reasonably expected that a delay in seeking immediate medical attention would have been hazardous to life or health. Requires the Department to annually update the ambulance fee schedule rates on July 1 of each year.
Amends the State Employee Article of the Illinois Pension Code. Provides that, by paying, without interest, both employee and employer contributions based upon the employee's compensation and contribution rate in effect on the date he or she last became a member of the System, an employee may establish service credit for any period of time spent in active military service since January 1, 1960 for which he or she has not otherwise established credit for, provided that (1) he or she applies within 6 months after the effective date of this amendatory Act of the 95th General Assembly and (2) he or she was not dishonorably discharged from such military service. Provides an exemption from the new benefit increase provisions. Effective immediately.
Amends the Mobile Home Park Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Amends the Illinois Vehicle Code. In a Section concerning the commercial distribution fee, provides that, beginning January 1, 2009 and through December 31, 2014, for each registration year, the owner of a vehicle for which biodiesel has been purchased during the previous registration year is entitled to a reduction of the fee for that vehicle. Sets forth the amount of the reduction based upon the amount of biodiesel purchased. Makes technical changes. Effective immediately.
Amends "An Act concerning appropriations", Public Act 95-731. Restores certain appropriations to the Historic Preservation Agency that were reduced or vetoed by the Governor. Effective immediately.
