Amends provisions of the Unemployment Insurance Act regarding ineligibility for benefits because of a discharge for misconduct by changing the elements of the definition of "misconduct" as follows: by requiring that a violation constituting misconduct be knowing (rather than deliberate and willful); by providing that a violation of a reasonable rule or policy has harmed the employing unit or another employee or other employees (rather than the employing unit or other employees); and by providing that a violation is knowing when an individual acts deliberately to violate the rule or policy, is consciously aware that his or her conduct will violate the rule or policy, or is consciously aware that his or her conduct is practically certain to violate the rule or policy.

Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Authorizes the Department to enter into contracts to provide feeder services to and from rail terminals and intercity bus transportation. Defines terms. Provides that the Department may provide funding to Amtrak to enter into contracts with motor carriers for intercity transportation if certain conditions are met. Specifies that the first inter-city bus routes the Department coordinates shall be Quincy-Springfield-Decatur-Champaign-Danville and Quad Cities-Galesburg-Peoria-Normal-Champaign-Danville. Effective immediately.
Amends the Nursing Home Care Act. Requires the Department of Public Health to establish a statewide central review team to review all alleged Type "AA" or Type "A" violations of the Act and all alleged violations, cited at the level of substandard quality of care, of federal rules concerning certification of long-term care facilities to participate in the Medicaid program. Requires such review before the Director of Public Health or his or her designee determines that a violation exists and serves a notice of violation. Requires the review team to analyze all available data and precedents for the purpose of ensuring that determinations of violations are consistent throughout the State. Provides that upon concluding a review of an alleged violation, the review team shall submit its written findings and recommendations to the Director. Effective January 1, 2013.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the Illinois Municipal Retirement Fund.
Amends the Public Utilities Act. Provides that not more than 90 days after the effective date of the amendatory Act, the Illinois Commerce Commission shall direct the Office of Retail Market Development to update the consumer education materials for residential consumers and small business consumers. Provides that the Commission may form another working group to prepare and review the consumer education materials prior to their adoption by the Commission.
Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
Amends the Uniform Penalty and Interest Act. Provides that certain taxpayers who were in compliance with an agreement entered into with the Department prior to October 1, 2009 pursuant to an audit of the taxpayer or the taxpayer's predecessor-in-interest are not be liable for the increased penalties imposed for failure to satisfy the tax liability during the amnesty period set forth in the Tax Delinquency Amnesty Act.
Amends the Personnel Code. Provides that a member of the Illinois National Guard who meets certain service requirements is qualified for a preference of 10 points in entrance examinations for the position of Highway Maintainer with the Department of Transportation.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for the purpose of measuring and publicly reporting the quality, efficiency, and effectiveness of healthcare services received by medical assistance recipients, the Department of Healthcare and Family Services shall make available to certain not-for-profit corporations standardized extracts of data on the claims paid by the Department to healthcare providers for services rendered to medical assistance recipients in specific geographic areas. Sets forth the criteria a not-for-profit corporation must meet in order to qualify for such disclosure. Contains provisions concerning costs and funding; and the disclosure of certain data by managed care organizations, healthcare providers, or other companies under contract with the Department for the delivery of care to medical assistance recipients.
