Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health, in conjunction with the Illinois State Board of Education, shall develop educational material on streptococcal infection for distribution in elementary and secondary schools. Sets forth processes and guidelines to be included in the educational material. Effective immediately.

Amends the State Employees Group Insurance Act of 1971. Provides that if health benefits coverage is offered under the Act through a health maintenance organization, then (i) at least one participating health maintenance organization must be accessible in each county with 50,000 or fewer inhabitants and (ii) at least 2 participating health maintenance organizations must be accessible in every county with more than 50,000 inhabitants. Specifies that access to an open access plan is not considered access to a health maintenance organization. Effective immediately.
Amends the Property Tax Code. Provides that a board of review may enter into discussions with a taxpayer aimed at achieving a stipulated revised assessment upon the property. Contains provisions concerning notice provided to taxing districts. Contains provisions concerning objections by taxing districts to the proposed assessment, and requires that those objections be submitted to the board of review within 45 days after the district receives notice of the proposed assessment. Provides that, within 120 days after the Property Tax Appeal Board's receipt of the stipulation or assessment agreement, the Property Tax Appeal Board shall issue a decision in accordance with the stipulation or assessment agreement, unless it finds that the Property Tax Appeal Board lacks jurisdiction over the appeal or that the stipulation or assessment agreement is against the manifest weight of the evidence. Contains provisions concerning notice to taxing districts. Provides that discussions of a proposed settlement may not be used as evidence in any hearing with respect to that assessment year and that property. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services may reimburse an individual community service provider serving individuals, including children, suffering from mental illness, co-occurring mental and substance use disorders, and other behavioral disorders for spending incurred to provide improved wages and benefits to its employees. Provides that reimbursement shall be based upon the provider's most recent cost report and shall be made according to certain criteria. Further provides that the reimbursement is subject to audit by the Department and shall be reduced or eliminated in the case of any provider that does not honor its commitment to increase spending to improve the wages and benefits of its employees or that decreases such spending. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate firefighters.
Amends the Alternative Health Care Delivery Act. Sets forth definitions for "ambulatory surgical treatment center" and "postsurgical recovery care center model". Requires the Department of Public Health to enforce by rule certain provisions concerning the approval of protocols for the admission of postsurgical patients with respect to each postsurgical recovery care center model. Sets forth criteria for admission to a postsurgical recovery care center model, including the administration of blood in relation to an intraoperative or postoperative complication. Requires the Department of Public Health to enforce by rule certain provisions concerning laboratory, pharmacy, and radiological services with respect to each postsurgical recovery care center model.
Amends the Illinois Vehicle Code. Provides that the Secretary of State shall issue Gold Star license plates to all siblings of a person who has lost his or her life while serving in the Armed Forces (instead of to only one surviving sibling in the absence of a surviving parent).

Makes appropriations for the ordinary and contingent expenses of the Department of Human Services for the fiscal year beginning July 1, 2011, as follows: General Funds $3,274,052,300; Other State Funds $539,077,800; Federal Funds $1,644,333,900; Total $5,457,464,000.
