Amends the Humane Care for Animals Act. Makes a technical change in a Section concerning the short title.

Amends the Procurement Code. Provides that this Code shall not apply to procurement expenditures necessary to secure accreditation for public institutions of higher learning. Requires each public institution of higher learning to provide the chief procurement officer with a report of contracts that are related to the procurement of certain goods and services. Requires the chief procurement officer to submit a report to the Governor and General Assembly each year that shall include an annual summary of the monthly information reported to the chief procurement officer. Repeals these provisions on December 31, 2016. Effective immediately.
Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for aggravated battery by causing great bodily harm or permanent disability or disfigurement to an individual whom the person knows to be a peace officer, community policing volunteer, fireman, private security officer, correctional institution employee, or Department of Human Services employee supervising or controlling sexually dangerous persons or sexually violent persons: (1) performing his or her official duties; (2) battered to prevent performance of his or her official duties; or (3) battered in retaliation for performing his or her official duties shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment.
Amends the Financial Reporting Standards Board Act. Provides that if a State agency does not have an Internal Auditor, it must either use an Internal Auditor from another State Agency or contract with an independent Certified Internal Auditor or an independent registered or licensed Certified Public Accountant to perform the audit. Provides that all internal audit report materials shall be considered exempt from disclosure under the Freedom of Information Act. Provides that the Financial Reporting Standards Board shall not disclose any confidential information in its reports to the Comptroller and the Governor. Effective immediately.
Amends the Illinois Antitrust Act. Makes a technical change in a Section concerning the short title of the Act.
Amends the Northern Illinois University Law. Provides that meetings of the Board of Trustees shall be held at least once each quarter on the campus of Northern Illinois University at DeKalb, Illinois or on any other University-owned campus (instead of University-owned property) located in this State.
Amends the Illinois Seed Law. Defines "seed library". Provides that seed libraries are exempt from all licensing, testing, labeling, and other requirements of the Illinois Seed Law. Effective immediately.
Amends the Wildlife Code. Provides that any person who finds a sick, injured, orphaned, or crippled wildlife species protected by this Act may, without a permit, take possession of the wildlife in order to immediately transport it to a permitted rehabilitator. Provides that any person taking possession of sick, injured, orphaned, or crippled wildlife for the purpose of transporting it to a permitted rehabilitator assumes liability for any injury or property damage that he or she incurs from the wildlife. Exempts this activity from prohibitions on taking and retaining live species protected by the Code. Effective immediately.
Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. In the definition of "municipality", increases the threshold for mandatory creation of a pension fund from 5,000 to 10,000 inhabitants. Provides that any city, village, or incorporated town of 5,000 or more but less than 10,000 inhabitants that has not established a pension fund may elect to do so by ordinance or referendum. Effective immediately.
Amends the Personnel Code. Removes a provision exempting the Upward Mobility Program from State recovery of payments for coursework or training programs. Effective immediately.
