Amends the School Code. Requires a school board to publish a notice that the district's annual statement of affairs is available on the State Board of Education's Internet website and in the district's main administrative office (instead of requiring a summary of the statement of affairs to be published). Effective immediately.

Amends the Illinois Procurement Code. Re-enacts a provision concerning the applicability of the Illinois Procurement Code to public institutions of higher education. Provides that the Code does not apply to procurements made by or on behalf of public institutions of higher education for supplies or services under an award made by the Midwestern Higher Education Compact for the use of members of the Compact. Effective immediately.
Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $5,000. Provides that the requirement that State-supported institutions of higher education submit plans for capital improvements of non-instructional facilities to the Board of Higher Education for approval applies only to improvements that use State funds in whole or in part. Effective immediately.
Amends the Capital Development Board Act. Provides that a State agency does not include a State university, unless the Board of Higher Education permits the Capital Development Board's involvement. Effective July 1, 2015.
Amends the Department of Human Services Act of the Civil Administrative Code of Illinois. Creates the "Achieving a Better Life Experience" or "ABLE" account plan to encourage and assist individuals and families in saving private funds for the purpose of supporting persons with disabilities in endeavors to maintain health, independence, and quality of life. and to provide secure funding for disability-related expenses on behalf of designated beneficiaries with disabilities that will supplement, but not supplant, benefits provided through private insurance, federal and State medical and disability insurance, the beneficiary's employment, and other sources. Provides that the Secretary of Human Services shall be primarily responsible for the plan but shall work with the Illinois State Board of Investment. Sets forth the requirements of the plan. Requires the Secretary to adopt rules to implement the program. Defines required terms. Amends the Illinois Income Tax Act. Allows a deduction to an individual taxpayer for qualified contributions to an ABLE account.

Amends the Illinois Vehicle Code. Provides for the issuance of Operation Desert Shield/Desert Storm license plates to any Illinois resident who has earned the Southwest Asia Service Medal from the United States Armed Forces. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State Board of Education.
Amends the Firearm Concealed Carry Act. Changes the definition of "concealed firearm" to include a stun gun carried on or about a person completely or mostly concealed from view of the public or on or about a person within a vehicle. Provides that if the applicant seeks a license for carrying a stun gun, the applicant must have instruction in the use of stun guns. Defines "stun gun".
Amends the Illinois Municipal Code. Provides that a public hearing shall occur before any annexation of territory by a municipality and that notice shall be given to property owners within 1/2 mile of the territory proposed to be annexed. Further provides that when territory is annexed for residential, commercial, or industrial purposes that the corporate authorities of the municipality shall work with any developer, county, township, or road districts to ensure that all roads that will be affected by the annexation will be maintained in the same or better condition as before the annexation. Effective immediately.
