Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for aggravated battery by causing great bodily harm or permanent disability or disfigurement to an individual whom the person knows to be a peace officer, community policing volunteer, fireman, private security officer, correctional institution employee, or Department of Human Services employee supervising or controlling sexually dangerous persons or sexually violent persons: (1) performing his or her official duties; (2) battered to prevent performance of his or her official duties; or (3) battered in retaliation for performing his or her official duties shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment.

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that in determining the issue of dissipation, the court may consider a party's conviction for domestic battery, aggravated domestic battery, violation of an order of protection, or any forcible felony where the victim was the opposing party in the proceedings.
Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.
Amends the Procurement Code. Provides that the lease procurement process shall begin at least 3 months in advance of the desired start date of the lease.
Amends the School Code. Removes language that provides that the Block Grants Article does not apply to the Chicago school district. Repeals the Block Grants for Chicago Article. Makes related changes. Effective immediately.
Makes application to Congress under the provisions of Article V of the Constitution of the United States for the calling of a convention of the states limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for its officials and for members of Congress.
Amends the State Finance Act. Creates the Choose Life Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to allow for the issuance of decals by Illinois Choose Life, Inc. Provides for the original and renewal fees and fee distribution for Universal special license plates with decals issued by Illinois Choose Life, Inc.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the short title.
Creates the Higher Education Procurement Act. Requires the board of trustees of each public university in this State to cooperatively develop, establish, and implement a State University Procurement System applicable to public universities. Provides that the System shall be governed by a board comprised of one member of each of the universities' boards of trustees, appointed by the respective board of trustees. Requires the System's board to recommend a proposed procurement code for public universities to the Joint Committee on Administrative Rules, hire and manage a chief procurement officer for public universities, and have ongoing responsibility for the development of procurement policies and the evaluation of the universities' performance. Sets forth provisions concerning the chief procurement officer, JCAR review and approval, System requirements, and an audit. Repeals the Act on July 1, 2020. Effective immediately.
Amends the Illinois Governmental Ethics Act. Prohibits a legislator from participating, by voting or any other action, in the enactment or defeat of legislation in which he or she has a personal interest. Contains a penalty provision. Provides that a legislator should (currently, must) abstain from taking official action on a legislative matter as to which he has a conflict situation created by a personal, family, or client legislative interest. Repeals a provision concerning action despite the existence of a conflict situation. Provides that certain individuals who are required to list statements of economic interests must also list: (i) current economic interests of the person and members of the person's family; (ii) former economic interests; (iii) creditor information; and (iv) other offices and positions held by that person. Amends the State Officials and Employees Ethics Act to make conforming changes concerning the Legislative Inspector General and the Legislative Ethics Commission.
