VEH CD-SEIZURES WHILE DRIVING

Amends the Illinois Vehicle Code. Provides that every driver shall report to the Secretary of State any medical condition that is likely to cause seizures within 10 days of the driver becoming aware of the condition. Includes seizures within the standard of physical disorders characterized by momentary or prolonged lapses of consciousness or control which constitute a limitation on a person's ability to operate a motor vehicle or causes the person to be a driving hazard. Provides that a person commits reckless driving when he or she knowingly drives a vehicle when that person has, within the preceding 3 months, experienced a loss of consciousness or a seizure that would interfere with the ability to safely operate a vehicle, unless the person's condition is controlled by medical treatment or medication. Effective January 1, 2017.

CNTY CD-MOTOR FUEL REVENUE

Amends the Counties Code. Provides that the county board of Boone County (currently, only DuPage, Kane, and McHenry counties) may impose a tax on those selling motor fuel. Effective immediately.

DHFS-DIABETES PREVENTION

Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to create a 3-year Diabetes Prevention Pilot Program to establish an evidence-based diabetes prevention program in St. Clair County, DeKalb County, and Rock Island County from funds appropriated for that purpose. Provides that the Department shall designate a single community-based, not-for-profit provider of healthy living services to manage and administer the pilot program; and that the designated provider shall receive reimbursement under the medical assistance program for the diabetes prevention programs established under the pilot program. Grants the Department rulemaking authority. Effective immediately.

FOOD HANDLER TRAINING

Amends the Food Handling Regulation Enforcement Act. Provides that a non-restaurant food handler must receive training in basic safe food handling principles within 30 days of employment and every 3 years thereafter (currently, within 30 days of employment). Provides that a non-restaurant food handler who obtains American National Standards Institute-accredited training in basic safe food handling principles shall be deemed to have satisfied the training requirements of the Act. Allows the transfer of training between employers, but not individuals, if an employer uses an accredited American National Standards Institute training program. Prohibits the transfer of training between individuals or employers if an accredited American National Standards Institute training program is not used.

VEH CD-VEHICLE IMPOUNDMENT

Amends the Illinois Vehicle Code. Removes the limitation on home rule units adopting ordinances inconsistent with the Illinois Vehicle Code provision on administrative fees and procedures for impounding vehicles. Removes the time requirement for scheduling a hearing and limits the number of hearing continuances on the impoundment of vehicles. Provides that vehicles not recovered from the towing or storage facility within 18 (rather than 35 days) working days after an administrative hearing officer has rendered a written decision on the impoundment of a vehicle shall be deemed abandoned and disposed of in accordance with Chapter 4 of Article II of this Code. Provides that if the owner of the vehicle notifies the hearing officer or the tow facility within that 18-day period that he or she cannot retrieve the vehicle due to inability to pay the retrieval fee, the tow facility shall not dispose of the vehicle until 35 days after the administrative hearing officer issued the written decision. Allows a municipality, by ordinance, to provide that vehicles not retrieved from the towing facility or storage facility within 35 days after the administrative hearing officer issues a written decision shall be deemed abandoned and disposed of under the provisions of Article II of Chapter 4 of this Code. Effective immediately.

STATE CON CON APPLICATION

Makes application to Congress under the provisions of Article V of the Constitution of the United States for the calling of a convention of the states limited to proposing amendments to the Constitution of the United States that impose fiscal restraints on the federal government, limit the power and jurisdiction of the federal government, and limit the terms of office for its officials and for members of Congress.
