SCH CD-MAXIMUM TAX RATE

Amends the School Code. Provides that no elementary or high school district established pursuant to the Conversion and Formation of School Districts Article may levy taxes for educational purposes at a rate greater than 2.0% of the value as equalized or assessed by the Department of Revenue or for operations and maintenance purposes at a rate greater than 0.375% of the value as equalized or assessed by the Department of Revenue. Provides that in districts maintaining grades 1 through 8 or grades 9 through 12, the maximum rate for educational purposes shall not exceed 3.5% of the value as equalized or assessed by the Department of Revenue for taxes levied for 2015 or prior years, shall not exceed 3.2% for taxes levied for 2016, shall not exceed 2.9% for taxes levied for 2017, shall not exceed 2.6% for taxes levied for 2018, shall not exceed 2.3% for taxes levied for 2019, and shall not exceed 2.0% for taxes levied for 2020 or thereafter (now, the maximum rate is 3.5%). Provides that in districts maintaining grades 1 through 8 or grades 9 through 12, the maximum rate for operations and maintenance purposes shall not exceed 0.55% for taxes levied for 2015 or prior years, shall not exceed 0.475% for taxes levied for 2016, shall not exceed 0.45% for taxes levied for 2017, shall not exceed 0.425% for taxes levied for 2018, shall not exceed 0.40% for taxes levied for 2019, and shall not exceed 0.375% for taxes levied for 2020 or thereafter (now, the maximum rate is 0.55%).

HIGHER ED-MONETARY AWARD PROG

Amends the Higher Education Student Assistance Act with respect to the Monetary Award Program. Provides that as a condition of receiving or renewing a grant, a recipient must agree to meet with a higher education institution's academic and financial advisors twice a semester. Requires the institution to report to the Illinois Student Assistance Commission on whether the recipient is meeting this condition. Effective July 1, 2013.

TRAP LOCATION REQUESTS-FOIA

Amends the Wildlife Code. Provides that if an individual is authorized by the Department of Natural Resources to trap a wild bird or wild mammal that is known to be destroying property or causing a risk to human health or safety upon his or her land, then the location of the traps or snares shall be exempt from the provisions of the Freedom of Information Act. Makes a corresponding change in the Freedom of Information Act. Effective immediately.

MILITARY CODE-BILLETING FUND

Amends the Military Code of Illinois and the State Finance Act to create the Illinois National Guard Billeting Fund. Further amends the Military Code of Illinois to provide that the Fund shall be funded from proceeds collected by the Department of Military Affairs incident to billeting operations conducted by the Illinois National Guard at locations within the State. Provides that moneys within the Fund shall be used to pay the expenses of billeting operations not eligible for payment with federal or State appropriated funds. Provides that the Department of Military Affairs shall administer the Fund in accordance with the laws of this State, applicable federal requirements governing the use of such funds, and appropriate rules and procedures established by the Adjutant General. Effective July 1, 2014.

MEDICAID-MILITARY DEPENDENTS

Amends the Illinois Public Aid Code. Provides that a dependent of a military service member, who is a legal resident of the State, having previously been determined to be eligible for developmental disability services provided by the Department of Healthcare and Family Services, including waiver services provided under the home and community based services programs authorized under Section 1915(c) of the Social Security Act, shall retain eligibility for those developmental disability services as long as he or she remains a legal resident of the State, regardless of having left the State due to the military service member's military assignment outside the State. Provides that if the State eligibility requirements change, the dependent shall retain eligibility until new information is provided by the dependent or military service member to the Department. Contains provisions concerning assessment determinations; eligibility determinations for dependent's who return to the State following a period of absence and who request services including waiver services provided under the home and community based services programs authorized under Section 1915(c) of the Social Security Act; federal waiver application; and rulemaking authority. Effective immediately.

HIGHER ED-MAP GRANT-APPLY

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the Illinois Student Assistance Commission shall, twice a year (instead of each year), receive and consider applications for grant assistance. Provides that the first application period for grants for the next academic year shall be open to all eligible students and the second application period shall occur immediately before commencement of the academic year and shall be open only to non-traditional students and traditional students who missed the first application deadline due to unforeseen circumstances, as defined by the Commission. Requires the Commission to apportion grant funds between persons who applied during the first application period and person who applied during the second application period, in such manner as the Commission shall determine. Effective immediately.

COMPT-PETTY CASH

Amends the State Comptroller Act. Provides that the Office of the Comptroller shall define reporting requirements and thresholds to be used by State agencies in the Comptroller's Statewide Accounting Management System (SAMS) manual. Amends the State Finance Act. Provides that for purposes of petty cash funds, single transactions shall be limited to amounts less than $100 (currently $50). Effective immediately.

9-1-1 DIALING

Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.
