$NIU-OPERATIONAL EXPENSES

Appropriates $93,470,200 from the Education Assistance Fund to the Board of Trustees of Northern Illinois University to meet its operational expenses for the fiscal year ending June 30, 2014. Effective July 1, 2013.

TRAP LOCATION REQUESTS-FOIA

Amends the Wildlife Code. Provides that if an individual is authorized by the Department of Natural Resources to trap a wild bird or wild mammal that is known to be destroying property or causing a risk to human health or safety upon his or her land, then the location of the traps or snares shall be exempt from the provisions of the Freedom of Information Act. Makes a corresponding change in the Freedom of Information Act. Effective immediately.

PROP TX-SUBDIVISIONS

Amends the Property Tax Code. Provides that, through December 31, 2015, the assessed valuation of certain platted and subdivided property shall be determined based on the last assessed value assigned to the property prior to its last transfer or conveyance, not including the following transfers and conveyances: (i) the transfer to a holder of a mortgage pursuant to a mortgage foreclosure proceeding or pursuant to a transfer in lieu of foreclosure; (ii) the transfer to an agent or affiliate of a mortgage holder for the purposes of property management following a mortgage foreclosure proceeding or a transfer in lieu of foreclosure; or (iii) an initial sale of any platted lot. Provides that, beginning on January 1, 2016 (instead of January 1, 2012), the assessed valuation of that property shall be determined each year based on the estimated price the property would bring at a fair voluntary sale for use by the buyer for the same purposes for which the property was used when last assessed prior to its platting. Effective immediately.

USE/OCC TX-DATA CENTERS

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Creates an exemption for qualified tangible personal property used in the construction or operation of a data center. Effective immediately.

VEH CD - INSURANCE TOWS

Amends the Illinois Vehicle Code. Provides that whenever a law enforcement officer issues a citation to a driver for operating an uninsured motor vehicle, the arresting officer shall authorize the removal and impoundment of the vehicle by a towing service if the driver has a prior conviction for driving without insurance in the past 12 months unless the vehicle the driver is operating is exempt from the insurance requirements of the Code. Provides that entities may not charge motorists whose car has been towed and impounded for an insurance violation more than they would charge the State Police for towing a State vehicle.

TOLL VIOLATION NOTICE

Amends the Toll Highway Act. Provides that notices of toll violations based on recorded images must include a copy of any recorded images of the alleged violation or a website address, accessible through the Internet, where the recorded images may be viewed.
