Amends the Illinois Marriage and Dissolution of Marriage Act. In the Section concerning temporary relief, provides that a party in proceedings under the Act may move for a temporary restraining order or preliminary injunction to: (1) require a party to surrender to the court or the petitioner's attorney any United States or foreign passport issued in the name of a child; (2) require a party to place the name of a child in the Children's Passport Issuance Alert Program of the United States Department of State; or (3) enjoin a party from applying on behalf of a child for a new or replacement passport or visa. Effective immediately.

Amends the Illinois Municipal Code. Creates a 5-year pilot program for non-home rule municipalities with populations in excess of 5,000 located in Kane, Kendall, and DeKalb Counties. Provides that such non-home rule municipalities shall exercise the same powers as home rule municipalities except the power to tax or impose fees. Provides that a municipality with a population in excess of 5,000 located in Kane, Kendall, or DeKalb County that previously held home rule status, and later ended its home rule status by referendum, decrease in population, or otherwise, shall also exercise the powers granted under the Act. Provides legislative intent. Effective immediately.
Amends the Northern Illinois University Law. Makes a technical change in a Section concerning the Board of Trustees.
Amends the Employee Credit Privacy Act. Requires a consumer reporting agency that prepares an investigative consumer report, as defined in the Fair Credit Reporting Act, to provide upon request and without fee a copy to the consumer. Provides that the disclosure is intended to supplement the Fair Credit Reporting Act and provide greater protection to consumers.
Amends the School Code. Makes a technical change in a Section concerning shared service reporting and fiscal efficiency.
Amends the Public Community College Act. In a provision allowing more than one public measure to be submitted on the same ballot, provides that no proposition that is substantially the same shall be submitted more than once every 3 (instead of 2) months, with exceptions.
Amends the Illinois Vehicle Code. Provides a definition of school zone for the purpose of establishing speed limits within school zones. Provides that a school zone shall, at a minimum, encompass any public right-of-way situated immediately adjacent to school property, including any stretch of highway within 100 feet of an entrance to school property. Provides that the Department of Transportation may adopt a more expansive definition of school zone by rule.
Amends the State Treasurer Act. Permits the State Treasurer to retain an administrative charge for the costs of services associated with the deposit of moneys that are remitted directly to the State Treasurer. Provides that the amount of the administrative charge may be determined by the State Treasurer and shall not exceed 2% of the amount deposited. Provides that this charge shall apply to fines, fees, or other amounts remitted directly to the State Treasurer by circuit clerks, county clerks, and other entities that are not State agencies for deposit into a fund in the State treasury. Provides that the charge shall apply to any form of fines, fees, or other collections created on or after the effective date of the amendatory Act. Sets forth provisions governing the State Treasurer's Administrative Fund. Amends the State Finance Act and creates the State Treasurer's Administrative Fund. Effective immediately.
Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for aggravated battery by causing great bodily harm or permanent disability or disfigurement to an individual whom the person knows to be a peace officer, community policing volunteer, fireman, private security officer, correctional institution employee, or Department of Human Services employee supervising or controlling sexually dangerous persons or sexually violent persons: (1) performing his or her official duties; (2) battered to prevent performance of his or her official duties; or (3) battered in retaliation for performing his or her official duties shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the definition of "imprisonment".
