Amends the Circuit Courts Act, the Judicial Vacancies Act, and the Associate Judges Act. Converts the first vacant 23rd circuit associate judgeship into a resident judgeship from DeKalb County in the 23rd circuit. Provides that the additional resident judgeship shall be filled by election beginning at the 2016 general election, and that the Supreme Court may fill the judgeship by appointment prior to the 2016 general election. Provides that as used in the new provisions, a vacancy does not include the expiration of a term of a resident judge who seeks retention in that office at the next term and that a vacancy does not exist or occur at the expiration of an associate judge's term if the associate judge is reappointed. Makes corresponding changes. Effective immediately.

Amends the Mental Health and Developmental Disabilities Code. Defines "clinical professional counselor". Effective immediately.
Amends the School Safety Drill Act. Requires a private school to conduct a minimum of one annual meeting at which the school must review each school building's emergency and crisis response plans, protocols, and procedures and each building's compliance with the school safety drill programs of the school. Provides that the purpose of this annual review shall be to review and update the emergency and crisis response plans, protocols, and procedures and the school safety drill programs of the school. Requires the private school to invite representatives from all local first responder organizations to participate, advise, and consult in the review process. Effective immediately.
Amends the Local Government Debt Reform Act. Provides that the approval of bonds authorized to be issued under the Counties Code and approved by Jackson County voters in a 1994 referendum, of which less than $200,000 were issued, and for which the purpose of the bonds is flooding prevention, shall remain approved for 25 years after the date of the referendum. Effective immediately.
