Amends the Open Meetings Act. Deletes a provision that authorized a public body to hold closed meetings to consider collective negotiating matters between it and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Repeals provisions that make the Open Meetings Act inapplicable to collective bargaining negotiations and grievance arbitrations conducted under those Acts. Effective immediately.

Amends the Illinois Vehicle Code. Provides that whenever a law enforcement officer issues a citation to a driver for operating an uninsured motor vehicle, the arresting officer may authorize the removal and impoundment of the vehicle by a towing service. Effective January 1, 2014.

Amends the Illinois Vehicle Code. Provides that whenever a law enforcement officer issues a citation to a driver for operating an uninsured motor vehicle, the arresting officer may authorize the removal and impoundment of the vehicle by a towing service if the driver has 2 prior convictions for driving without insurance in the past 12 months unless the vehicle the driver is operating is exempt from the insurance requirements of the Code.

Amends the Counties Code, if and only if Senate Bill 1859 of the 98th General Assembly, as introduced in the Senate, becomes law. Provides that a Tourism Facility Board shall be comprised of a representative from the county and from each municipality within the county (rather than each municipality that has approved the imposition of the tax). Effective immediately.

Amends the Unified Code of Corrections. Provides that as a condition of parole or mandatory supervised release, a person placed on parole or mandatory supervised release must reside within the county where the subject resided immediately prior to his or her commitment to the Department of Corrections. Provides that upon release of a person on parole or mandatory supervised release, the Department of Corrections shall release the person only to an address located in the county where the subject resided immediately prior to his or her commitment to the Department.

Amends the Property Tax Code. Provides that taxpayers must reapply for the disabled persons' homestead exemption and the disabled veterans standard homestead exemption only if the chief county assessment officer requires an annual verification. Effective immediately.

Amends the Illinois Vehicle Code. Creates the United Nations Operation in Somalia license plate. Provides that the Secretary of State may issue United Nations Operation in Somalia license plates to residents of Illinois who meet eligibility requirements prescribed by the Secretary of State.

Amends the High Risk Home Loan Act. Excludes from the definition of "high risk home loan" loans made under the Veteran's Administration Interest Rate Reduction Refinancing Loan program or the Federal Housing Administration 203b Streamline Refinancing Loan Program.

Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.

Amends the Video Gaming Act. Provides that the governing body of a municipality or a county board of a county in which video gaming has not been prohibited may pass an ordinance to (1) limit the number of video gaming terminals permitted to operate within the boundaries of the municipality or the unincorporated areas of the county and (2) place restrictions on the locations of the video gaming terminals within the boundaries of the municipality or the unincorporated areas of the county, including, but not limited to, requiring a mandatory distance in feet between sets of video gaming terminals. Effective immediately.
