Amends the Illinois Educational Labor Relations Act. With respect to bargaining unit educational employees of the Chicago school district voting on whether to authorize a strike, provides that a failure to vote must be counted as a vote against authorizing a strike. Effective July 1, 2013.

Amends the State aid formula provisions of the School Code. Removes language that provides that, with respect to any part of a school district within a redevelopment project area in respect to which a municipality has adopted tax increment allocation financing pursuant to the Tax Increment Allocation Redevelopment Act or the Industrial Jobs Recovery Law, no part of the current equalized assessed valuation of real property located in the project area that is attributable to an increase above the total initial equalized assessed valuation of the property shall be used as part of the equalized assessed valuation of the district until such time as all redevelopment project costs have been paid and that, for the purpose of the equalized assessed valuation of the district, the total initial equalized assessed valuation or the current equalized assessed valuation, whichever is lower, shall be used until such time as all redevelopment project costs have been paid. Provides that a school district does not qualify for supplemental general State aid if its available local resources per pupil exceeds an amount equal to the amount of general State aid, per pupil, allotted to the school district plus the amount of the supplemental general State aid grant, per pupil, for which the district would otherwise qualify. Effective July 1, 2014.
Amends the Safe Pharmaceutical Disposal Act and the Pharmacy Practice Act. Provides that a retail pharmacy licensed under the Pharmacy Practice Act may display at its premises a container suitable for use as a receptacle for used, expired, or unwanted pharmaceuticals, with the same security, accessibility, and signage requirements as in effect for such containers located at a city hall or police department. Provides that the pharmacy may not dispense any prescription drug in exchange or in return for any pharmaceuticals deposited into the container but may dispense prescription drugs only pursuant to a prescription as otherwise authorized under the Pharmacy Practice Act. Effective January 1, 2014.
Amends the Illinois Vehicle Code. Provides that a court appearance is not required for violating the speed limit in a construction zone.
Amends the Counties Code. Provides that the Tourism Facility Board shall include a representative from Winnebago County and from each municipality within Winnebago County (currently, only those counties and municipalities within Winnebago County who have approved the imposition of the tax under subsection (b) of this Section).
Amends the Criminal Code of 2012. Increases the penalty for domestic battery from a Class 4 to Class 3 felony if the defendant has any prior conviction under the Code for domestic battery or violation of an order of protection, or any prior conviction under the law of another jurisdiction for an offense which is substantially similar. Also, increases the penalty for domestic battery from a Class 4 to Class 3 felony if the defendant has any prior conviction under the Code for first degree murder, attempt to commit first degree murder, aggravated domestic battery, aggravated battery, heinous battery, aggravated battery with a firearm, aggravated battery with a machine gun or a firearm equipped with a silencer, aggravated battery of a child, aggravated battery of an unborn child, or aggravated battery of a senior citizen, stalking, aggravated stalking, criminal sexual assault, aggravated criminal sexual assault, kidnapping, aggravated kidnapping, predatory criminal sexual assault of a child, aggravated criminal sexual abuse, unlawful restraint, aggravated unlawful restraint, aggravated arson, or aggravated discharge of a firearm, or any prior conviction under the law of another jurisdiction for any offense that is substantially similar to these offenses, when any of these offenses have been committed against a family or household member.
Amends the Property Tax Code. Provides that the county assessor shall mail a notice of assessment to each taxpayer in each taxable year. Effective immediately.
Amends the Code of Civil Procedure provisions concerning leased premises used in furtherance of a criminal offense. Removes language that provides that a written lease shall notify the lessee that if any lessee or occupant uses or permits the use of the leased premises for the commission of a felony or Class A misdemeanor, the lessor has the right to void the lease and recover the leased premises. Removes language that the failure to include this language in a written lease or the use of an oral lease shall not waive or impair the rights of the lessor or lessor's assignee.
Creates the Illinois Economic Development Corporation Act. Creates the Illinois Economic Development Corporation. Creates the board of directors of the Corporation and sets forth the membership of the board. Provides that the board shall develop and implement economic programs to provide business support and expertise and financial assistance to companies that are investing and creating jobs in Illinois and to support new business start-ups and business expansion and growth in Illinois. Sets forth the powers of the board. Creates the Illinois Small Business Development Center within the corporation to provide business counseling and educational programs developed at the local, regional, and State level to support Illinois small business creation and growth. Provides that the Center shall provide assistance, in the form of training, counseling, and information resources, to startup businesses and job-creator firms regarding the startup process. Provides that the board shall submit annual reports to the members of the General Assembly. Effective immediately.
Amends the Transportation Article of the School Code. Provides that a school board shall provide free transportation for pupils residing at a distance of 2 miles (instead of one and one-half miles) or more from school. Makes related changes in provisions concerning the transportation of pupils less than that distance from school, pupils attending a charter school or nonpublic school, reimbursement by the State for transportation, and reimbursement of a custodian of a qualifying pupil for transportation expenses paid by the custodian. Effective July 1, 2014.
