Amends the Illinois Public Labor Relations Act. Provides that collective bargaining agreements governed by the Act and entered into on and after the effective date of the amendatory Act may not include a provision that permits employees to be late to work without a corresponding deduction in pay. Effective immediately.
Amends the Transportation Article of the School Code. Provides that a school board shall provide free transportation for pupils residing at a distance of 2 miles (instead of one and one-half miles) or more from school. Makes related changes in provisions concerning the transportation of pupils less than that distance from school, pupils attending a charter school or nonpublic school, reimbursement by the State for transportation, and reimbursement of a custodian of a qualifying pupil for transportation expenses paid by the custodian. Effective July 1, 2013.
Amends the Illinois Vehicle Code. Provides that recreational vehicles include first division motor vehicles towing, hauling, or operating in combination with camping trailers, motor homes, mini motor homes, travel trailers, truck campers, or van campers when used for recreational and not commercial purposes or owned by a commercial business.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on October 15, 2002 by the City of Rockford must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Assessment Freeze Homestead Exemption, provides that the total property tax liability of any property receiving an exemption under this Section may not exceed the total property tax liability for that property in the immediately preceding taxable year, increased by the lesser of (i) 3% or (ii) one-half of the percentage change in the Consumer Price Index for All Urban Consumers, as issued by the United States Department of Labor, during the immediately preceding taxable year. Effective immediately.
Amends the Administration Article of the Illinois Public Aid Code. Provides that subject to federal approval, on or after the effective date of this amendatory Act, the LINK card issued by the Department of Human Services for the purpose of enabling cardholders to obtain SNAP (formerly food stamps) or cash benefits shall only be used for in-state transactions. Provides that the Department shall promulgate rules and regulations necessary to implement this provision.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning definitions.
Amends the Criminal Code of 2012. Provides that it is a Class 4 felony for a sexual predator to knowingly assume custody or control of a minor who was the victim of the sex offense committed by the sexual predator.
Amends the State Prompt Payment Act. Provides that a vendor under the Act includes, but is not limited to, hospitals and nursing homes operated under the Counties Code, the Township Code, or the Illinois Municipal Code. Effective immediately.
