Amends the Illinois Vehicle Code. Provides that if a graduated driver's license holder who is under the age of 18 is convicted of violating State law while operating a motor vehicle with more than one passenger in the vehicle who is under the age of 20, unless any additional passenger or passengers are siblings, step-siblings, children, or stepchildren of the driver, and that results in bodily harm, permanent disability, or death to another, the graduated license shall be suspended for 6 months. Effective immediately.

Creates the Artificial Intelligence Public Safety and Child Protection Transparency Act. Provides that a frontier artificial intelligence model developer or large chatbot provider shall write, implement, comply with, and clearly and conspicuously publish on its website a public safety and child protection plan. Provides that the Attorney General shall establish a mechanism to be used by a large frontier developer, a large chatbot provider, or a member of the public to report a safety incident related to specified artificial intelligence models or chatbots. Sets forth provisions concerning the protection of whistleblowers; third party audits of large frontier developers; and civil penalties. Provides for rulemaking by the Attorney General. Effective January 1, 2027.

Amends the Public Community College Act. Allows the board of trustees of a community college district to establish and offer a baccalaureate degree program and confer a bachelor's degree if specified conditions are met. Requires the board of trustees to demonstrate that the community college district has the expertise, the resources, and sufficient student demand to offer a baccalaureate degree. Sets forth the application requirements. Prohibits a community college district from using semester credit hours generated in a baccalaureate degree program for certain grants. Sets forth limitations on community college districts for establishing baccalaureate programs. Requires a community college district that offers a baccalaureate degree program to submit an annual report to the Illinois Community College Board. Requires the Illinois Community College Board and the Board of Higher Education to conduct a statewide evaluation of all baccalaureate degree programs established under the amendatory Act and report the results of the evaluation on or before 5 years after the effective date of the amendatory Act, in addition to being made publicly available online. Effective immediately.

Declares August 27, 2026 as Hero Day in Illinois to recognize the bravery, dedication, and sacrifices of the first responders who gave their lives in the line of duty and to honor and support the families that they leave behind. Commends the 100 Club of Illinois on its 60th anniversary and recognizes its extraordinary contributions to first responders and their families across the State of Illinois.

Amends the State Employee Article of the Illinois Pension Code. Provides that a member who is eligible to receive an alternative retirement annuity may elect to receive an estimated payment that shall commence no later than 30 days after the later of either the member's last day of employment or 30 days after the member files for the retirement benefit with the System. Provides that the estimated payment shall be the best estimate by the System of the total monthly amount due to the member based on the information that the System possesses at the time of the estimate. Provides that if the amount of the estimate is greater or less than the actual amount of the monthly annuity, the System shall pay or recover the difference within 6 months after the start of the monthly annuity. Excludes a benefit increase resulting from the amendatory Act from the definition of "new benefit increase". Effective immediately.

Amends the Juvenile Court Act of 1987. In the Abused, Neglected, or Dependent Minors Article of the Act, provides that an environment is injurious to the minor's welfare if conditions in the child's environment create a real, significant and imminent likelihood of harm to the child's health, well-being, or welfare and the parent or caretaker blatantly disregarded his or her parental responsibility to prevent or mitigate such harm consistent with the health, safety, and best interests of the minor to remain in the custody of a parent, guardian, or custodian who experienced domestic violence unless the court determines the parent, guardian, or custodian who experienced domestic violence has committed acts or omissions unrelated to domestic violence against that parent, guardian, or custodian resulting in a determination of abuse or neglect under the Act. Provides that in making a custody determination, the court shall presume that it is consistent with the health, safety, and best interests of the minor to remain in the custody of a parent, guardian, or custodian who experienced domestic violence, unless the court has determined that the parent, guardian, or custodian who experienced domestic violence has committed acts or omissions unrelated to domestic violence against that parent, guardian, or custodian that is sufficient to independently support a determination of abuse or neglect under the Act. Defines "domestic violence".

Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2026, the Illinois earned income tax credit is in an amount equal to 30% of the federal earned income tax credit. Effective immediately.

Amends the School Code. Requires the State Board of Education to establish and administer a program to strengthen this State's workforce by creating structured pipelines from public high schools into in-demand careers through public-private partnerships with employers, public community colleges, and school districts. Under the program, provides that the school board of each school district maintaining a high school shall allow the high school to partner with local employers and the community college district where the high school is located to establish a pathway program for careers in priority sectors. Requires the State Board and the Department of Commerce and Economic Opportunity to jointly approve the pathway program prior to implementation and maintain a registry of participating high schools and employers. Sets forth pathway program requirements. Provides that an employer participating in a pathway program that provides a qualifying paid internship or apprenticeship pathway shall receive from the State Board a $1,000 grant per student holding the internship or apprenticeship, not exceed $50,000 per year. Provides that at least 25% of any funds appropriated for implementation must be used to support pathway programs in high schools in high-poverty or rural school districts.

Amends the Use Tax Act and the Retailers' Occupation Tax Act. Creates sales tax holiday periods for clothing, school supplies, diapers, wipes, and hygiene products. Provides that the sales tax periods shall run from January 1 through January 7 of 2027 and each year thereafter and from August 1 through August 7 of 2027 and each year thereafter. Requires retailers to clearly label sales tax holiday items as such in accordance with rules adopted by the Department of Revenue. Requires the Department of Revenue to establish a public awareness campaign in connection with the sales tax holiday program. Effective immediately.

Amends the Board of Higher Education Act, various Acts relating to the governance of public universities in Illinois, and the Higher Education Student Assistance Act. Requires the Board of Higher Education to establish a pathway program in which any public high school student in this State who graduates in the top 10% of the student's graduating class or meets other standardized thresholds is guaranteed admission to at least one public university. Requires the Board to submit an annual report to the General Assembly (and make the report publicly available) that includes, with respect to public universities: (1) how many in-state residents were admitted in the prior academic year compared to the number of out-of-state residents that were admitted; (2) the tuition trends for students who are residents of this State; and (3) how many university graduates continue to reside within this State following graduation. With respect to each academic program of a public university that has a limited capacity to admit students due to a high demand for admission to the program, provides that at least 70% of the students admitted to the program must be residents of this State. Beginning with the 2027-2028 academic year, prohibits the governing board of each public university from increasing its in-state tuition rate for a given academic year by a percentage that exceeds the percentage increase, if any, in the Consumer Price Index for All Urban Consumers for all items published by the Bureau of Labor Statistics of the United States Department of Labor for the 12 months ending on the previous December 31. Requires the Illinois Student Assistance Commission to establish a workforce incentive program in which a student who enrolls in a high-need field at an institution of higher learning may receive a grant to reduce tuition costs or loan forgiveness if the student commits to working in this State for at least 3 after graduation. Provides that under the program, a student from an underserved region of this State may also receive additional admission and tuition support from the Commission.
