Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a seller of a digital good to offer for sale or advertise a digital good to a consumer using the terms "buy" or "purchase" or any other term that a reasonable person would understand to confer an unrestricted ownership interest in that digital good unless specified disclosures are made by the seller. Sets forth exemptions to the provision.

Amends the Smoke Detector Act. Bans, beginning December 31, 2027, the selling, offering for sale, or giving as a gift a smoke detector that is not designed to receive primary power from the building wiring or does not meet certain battery requirements set forth in the Act. Specifies that this does not prohibit manufacturing within the State and distributing, selling, offering for sale, or giving as a gift outside the State any smoke detector. Specifies that a person who violates this requirement is guilty of a petty offense and is subject to a fine. Defines "person" within certain provisions of the Act.

Creates the Firefighter Paid Family Leave Act. Provides that a firefighter shall receive 6 weeks of paid family leave that may be used: (1) for the birth of a child in order to care for the child; (2) to care for a newly adopted child under 18 years of age, a newly placed foster child under 18 years of age, or a newly adopted or placed foster child older than 18 years of age if the child is incapable of self-care because of a mental or physical disability; and (3) to care for a family member with a serious health condition. Provides that an employer shall compensate a firefighter granted leave under the Act at the firefighter's regular rate of pay, paid at the same interval the firefighter was paid while working, for those regular work hours during which the firefighter is absent from work. Sets forth provisions concerning employment protection and maintenance of benefits; prohibited acts, limitations of the Act; waiver of leave under the Act; and collective bargaining agreements. Limits home rule. Provides that the Department of Labor may adopt any rules necessary to implement the Act. Effective immediately.

Declares May 23, 2026 as Italian Beef Day in the State of Illinois. Commends this iconic sandwich as a proud symbol of the State's culinary heritage, immigrant history, and community spirit. Extends thanks to the families and proprietors of Italian beef establishments across the State of Illinois in recognition of their enduring contributions to this shared heritage. Affirms commitment to honoring the cultural and economic contributions of the restaurants, food vendors, and hardworking Illinoisans who have kept this tradition alive for generations. Extends sincere congratulations and gratitude to the creators, cast, and crew of The Bear for their extraordinary portrayal of Chicago's Italian beef culture, for shining a national and international spotlight on the State of Illinois, and for inspiring pride in the State's rich culinary and cultural identity.

Creates the Short Line Railroad Modernization Act. Creates an income tax credit for taxpayers that incur qualified railroad expenditures or qualified new rail infrastructure expenditures. Sets forth the amount of the credit and limitations on the amount of the credit that may be awarded. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.

Amends the Grant Accountability and Transparency Act. Provides that the advice and technical assistance provided to State grant-making agencies by the Governor's Office of Management and Budget for the purpose of ensuring compliance with the Act shall include training for State agency staff. Sets forth requirements for the training. Provides that a State grant-making agency that awards a grant must issue the grant agreement associated with the grant within 60 days after the grant's effective date. Sets forth requirements for the grant agreement.

Amends the Accident and Health Article of the Illinois Insurance Code. Provides that an individual or group policy of accident and health insurance that is amended, delivered, issued, or renewed on or after January 1, 2028 shall cover a medically necessary coronary calcium scan and scoring every 36 months for individuals over the age of 40. Defines "coronary calcium scan and scoring". Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Medical Assistance Article of the Illinois Public Aid Code. Effective January 1, 2027.

Amends the Illinois Vehicle Code. Allows for the issuance of the OSF Children's Hospital of Illinois decal. Provides that for the original issuance of the decal, a $25 fee shall be charged, with $10 to the OSF Children's Hospital of Illinois Fund and $15 to the Secretary of State Special License Plate Fund. Provides that for the renewal of the decal, a $25 fee shall be charged, with $23 to the OSF Children's Hospital of Illinois Fund and $2 to the Secretary of State Special License Plate Fund. Creates the OSF Children's Hospital of Illinois Fund. Makes a conforming change in the State Finance Act.

Amends the Prevailing Wage Act. Provides that, for purposes of the Act, the term "public works" also includes all private projects that are located in a tax increment financing district and paid for wholly or in part out of public funds, unless the total cost of the project is less than $25,000 or the project is performed in a designated historic district requiring specialty contractors because of that designation.

Appropriates $500,000 from the General Revenue Fund to the Department of Human Services for a grant to Treatment Alternatives for Stronger Communities to support its pursuit of certification as a Comprehensive Community Mental Health Center. Effective July 1, 2026.
