Amends the Safe Pharmaceutical Disposal Act. Provides that a health care institution may re-prescribe unused medications for use by a new patient receiving health care from the institution. Provides that nothing in the amendatory provisions authorizes the re-prescription of any expired medication. Authorizes State regulatory oversight agencies to adopt rules to provide for the safe implementation of the amendatory Act. Effective immediately.

Amends the Covering ALL KIDS Health Insurance Act. In the provision concerning eligibility, provides that the Department of Healthcare and Family Services, in cooperation with the Department of Human Services, shall develop and implement procedures in administration of the Covering ALL KIDS Health Insurance Program to require certain proofs of eligibility from applicants. Effective immediately.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall include members of the General Assembly in its database of current State employees and individual consultants. Provides that the database shall also provide insurance and pension benefits information. Provides that all information on the ITAP shall be available to the user to download in spreadsheet or CSV format. Provides that the ITAP shall include a public forum and a commenting interface. Effective January 1, 2012.
Amends the Property Tax Code. Provides that certain appeals must be filed with the board of review or the Property Tax Appeal Board within 30 business days (instead of 30 days) after notice is given. Makes corresponding changes in several provisions concerning the form of notices that must be given.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that each property tax bill shall contain a separate statement for each of the taxing districts setting forth the dollar amount of tax due that will be used by the taxing district to pick up or otherwise pay its employees' contributions to a public pension fund. Provides that each taxing district that picks up or otherwise pays its employees' contributions to a public pension fund must certify this information to the county clerk on or before the last Tuesday in December. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Provides that if a child or the child's parent requests a change or additional services under the child's individualized educational program and school personnel deny that request, then the child's parent may appeal the denial to the school board and the school board shall establish an IEP appeals board to meet with the child's parent, review the denial, and make a final decision regarding the change or additional services. Provides that the board shall consist of 3 parents of children with disabilities and 3 school personnel members who have knowledge of special education law.
Creates the Local Initiative Sunshine Act. Provides that, beginning on July 1, 2011, the Office of the Comptroller shall create and maintain a searchable database website to provide information concerning recipients of gubernatorial or legislative member initiatives. Sets forth the requirements for the website database. Defines "gubernatorial or legislative member initiatives". Effective immediately.
Amends the Legislative Information System Act. Requires that, on or before July 1, 2011, the floor roll calls taken by the House of Representatives and Senate and the roll calls taken by each of the committees of the House of Representatives and Senate must be posted on the General Assembly's website. Effective immediately.
Amends the School Code in the provision concerning the election and eligibility of regional superintendents of schools. Removes a prerequisite for eligibility to file a petition at a primary election for nomination as a candidate for the office of regional superintendent of schools that requires a person to be engaged for at least 2 years of the 4 previous years in full-time teaching or supervising in the common public schools or serving as a county superintendent of schools or regional superintendent of schools for an educational service region in this State. Effective immediately.
