PROP TX-PTELL-RESTRICTION

Amends the Property Tax Extension Limitation Law of the Property Tax Code. Provides that if, in any levy year, after application of the allowable extension limitations, the aggregate extension for a taxing district increases less than 1.0%, or the aggregate extension for a taxing district decreases, the implementation of the Law shall be suspended for that levy year only. Provides that, upon suspension of the Law, the tax rate shall be calculated as if the taxing district were located in a county to which the Law does not apply. Provides that the Law shall go back into effect in the following levy year unless the 1.0% threshold is once again not met. Effective immediately.

WATER WELL AND PUMP ACT-SUNSET

Amends the Regulatory Sunset Act to extend the repeal of the Water Well and Pump Installation Contractor's License Act from January 1, 2012 to January 1, 2022. Effective immediately.

VEH CD-CONSTRUCTION ZONE LIMIT

Amends the Illinois Vehicle Code. Provides that the provisions relating to special speed limits while traveling through a highway construction or maintenance speed zone apply only when workers are present in the construction or maintenance speed zone. Effective immediately.

CNTY CD-FARMLAND PRESERVATION

Amends the Counties Code. Provides that Boone, DeKalb, DuPage, Grundy, Kane, Kankakee, Kendall, Lake, McHenry, or Will county may levy an annual tax for farmland preservation easement and green redevelopment purposes. Provides that the tax may not exceed 0.05% of the equalized assessed value of taxable property in the county. Provides that the tax must be approved by referendum. Provides that the tax may be discontinued by referendum. Provides that a referendum to levy or discontinue the tax may be initiated by a petition signed by a number of electors equal to at least 0.5% of the total number of votes cast in the county during the last preceding gubernatorial election. Provides that the proceeds of the tax shall be paid into two separate funds, the county farmland preservation easement fund and the green redevelopment fund. Sets forth the ways in which the proceeds of the funds shall be used.

INS CD-INSULIN COVERAGE

Amends the Illinois Insurance Code in the provision concerning diabetes self-management training and education. Makes a change to the list of pharmaceuticals and supplies for which coverage shall be provided when medically necessary and prescribed by a physician licensed to practice medicine in all of its branches to include all commercially available insulin preparations, including insulin analog preparations available in a vial or cartridge (now insulin). Effective immediately.

CMS-ITAP-ADD GA/PUBLIC COMMENT

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that ITAP shall include a database of all pension contributions of members of the General Assembly Retirement System and the State Employees' Retirement System of Illinois and annuity payments for annuitants under those retirement systems. Provides that information on the ITAP database shall be downloadable in Excel or Comma Separated Value format. Provides that the website shall accommodate online comments and questions from the public concerning State expenditures. Provides that the website must contain contact information listing individuals and officials who are able to answer questions about information on the website. Effective immediately.

PENSION STABILIZATION ACT

Creates the Pension Stabilization Act. Creates the Pension Stabilization Board and a new Pension Stabilization Fund. Provides for the certification of certain revenues and expenditures in FY2012, and directs certain future gaming and racing revenues and bond savings to be deposited into the Fund. Authorizes the Board to release money from the Fund to the 5 State-funded retirement systems based on their insolvency or unfunded liabilities. Amends the Budget Stabilization Act to repeal provisions relating to the existing (inactive) Pension Stabilization Fund. Amends the Illinois Income Tax Act. Reduces the rate of the tax imposed under the Act upon individuals, trusts, and estates to 4.75% (now, 5%) for taxable years beginning on or after January 1, 2013, and ending prior to January 1, 2015, 3.5% (now, 3.75%) for taxable years beginning on or after January 1, 2015 and ending prior to January 1, 2025, and 3% (now, 3.25%) for taxable years beginning on or after January 1, 2025. Provides that, for taxable years beginning on or after January 1, 2013, the amount of federally taxable retirement and survivor income that may be deducted from income for Illinois income tax purposes does not include retirement or survivor income received by an individual before he or she has attained age 65. Amends the General Obligation Bond Act. Directs the Governor to refund and refinance the outstanding Illinois pension bonds from the bond sale authorized by Public Act 93-2, if he or she determines that the refinancing will produce significant savings. Amends the Illinois Pension Code, the State Pension Funds Continuing Appropriation Act, the Riverboat Gambling Act, the Illinois Horse Racing Act of 1975, and the Video Gaming Act to make corresponding changes. Also makes revisory changes. Effective immediately.
