Amends the Illinois Income Tax Act. In a Section concerning a credit for residential real property taxes, provides that the Department's electronic filing system must allow taxpayers to enter up to 10 property index numbers per return when calculating the credit.

Amends the Covering ALL KIDS Health Insurance Act. In the provision concerning eligibility, provides that the Department of Healthcare and Family Services, in cooperation with the Department of Human Services, shall develop and implement procedures in administration of the Covering ALL KIDS Health Insurance Program to require certain proofs of eligibility from applicants; cross reference income reported by applicants; and require the termination of coverage if certain premiums have not been paid pursuant to a grace period. Effective immediately.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall provide direct access to a database of all current State grants, sorted by grantee name, awarding agency, grant value, and the purpose for which the grant is awarded. Effective July 1, 2011.
Amends the Legislative Commission Reorganization Act of 1984. Creates the General Accounting Office as a legislative support services agency. Provides that the Office shall conduct a thorough review of each State executive branch program with respect to its relevance, efficiency, and effectiveness in obtaining the results required by, or achieving the goals expressed in, the statutes relating to the program. Provides that at least annually and also whenever appropriate or required by the circumstances, the Office shall submit written reports to the General Assembly describing the Office's review of those programs and recommending, without limitation, elimination of any programs that are obsolete or not relevant, efficient, or effective; consolidation of duplicative programs; and steps to improve a program's relevance, efficiency, and effectiveness. Requires the Auditor General and all State agencies to cooperate with and provide requested information to the Office so that the Office can perform its functions and duties.
Amends the Illinois Vehicle Code. Provides for the issuance of Air Force Veteran license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $15 at original issuance, which shall be deposited into the Secretary of State Special License Plate Fund. Effective immediately.
Amends various Acts relating to the governance of State universities. With respect to any contract or collective bargaining agreement entered into, amended, or renewed on or after the effective date of the amendatory Act, provides that a university is prohibited from entering into a contract or agreement that offers its employees or contractors tuition waivers, grants, scholarships, or any other higher education benefits for the children, spouses, or other family members of the employees or contractors. Provides that nothing in this prohibition prevents or diminishes the right of a child, spouse, or other family member of an employee or contractor to borrow money for higher education expenses or apply for and be awarded a tuition waiver, grant, scholarship, or other award for higher education expenses, provided that there is no conflict of interest and no preference is given on account of the person being the child, spouse, or other family member of an employee or contractor. Provides that nothing in this prohibition shall diminish the value of contractual rights existing before the effective date of the amendatory Act that are enjoyed by employees and contractors of the university or their children, spouses, and other family members. Repeals provisions that permit the children of employees of a State university who have been employed by any one or by more than one State university for an aggregate period of at least 7 years to receive a 50% tuition waiver. Effective immediately.
Amends the State Finance Act to create the Child Abuse Awareness and Prevention Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Child Abuse Awareness plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $25 and a fee of $25 for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Child Abuse Awareness and Prevention Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Child Abuse Awareness and Prevention Fund shall be paid as grants to It's Our Little Secret, Inc. for purposes related to child abuse awareness and prevention. Effective immediately.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. In the Illinois Transparency and Accountability Portal (ITAP) provisions, redefines a "State agency" to which the provisions apply to include the General Assembly and the legislative support services agencies.
Amends the Illinois Drainage Code. In provisions imposing penalties for the destruction or removal of drainage tiles, provides that the penalties do not apply to a person or entity that obstructs, destroys, or removes agricultural drainage tile located on that person's or entity's property after a licensed hydrological engineer or other professional with similar qualifications determines that the obstruction, destruction, or removal of the agricultural drainage tile will not adversely impact water runoff in the drainage district. Effective immediately.
Amends the Illinois Vehicle Code. Provides that when a person reports to the Secretary of State that a licensed driver or person holding a permit or applying for a license or renewal is incompetent or otherwise not qualified to hold a permit, the Secretary shall advise the reporting person that unless he or she is a family member of the affected driver, the reporting person's identity will be provided to the affected driver upon request. Provides that at the request of a driver required to submit to a re-examination, the Secretary shall, if applicable, provide the name of the person who reported the driver to the Secretary. Provides that if the driver was reported by a family member, the Secretary shall inform the driver that the report was made by an unnamed family member. Effective January 1, 2012.
