WRK COMP-DISCHARGE FOR CAUSE

Amends the Workers' Compensation Act. Provides that no employer shall be required to pay temporary partial or total disability benefits to an employee who has been discharged for cause. Provides procedures for notice and hearings. Defines "discharge for cause" as a discharge resulting from the employee's voluntary violation of a rule or policy of the employer not caused by the employee's disability. Effective January 1, 2012.

CNTY CD-LIVESTOCK REGULATION

Amends the Counties Code. Provides that the county board of any county may regulate, for public health purposes, the keeping of livestock on properties that are 3 acres or less in size where more than 2 head of livestock per acre are being housed or maintained and the livestock are located within 500 feet of any neighboring residential dwelling. Defines "livestock". Effective immediately.

INC TX-NET LOSS

Amends the Illinois Income Tax Act. Allows a carryover deduction for tax years ending after December 31, 2010, but prior to December 31, 2011, for certain losses incurred prior to the effective date of the amendatory Act. Effective immediately.

JOB CREATION-FINANCE

Creates the Jobs Creation Finance Act. Provides that municipalities may designate job creation areas. Provides that businesses that undertake job creation projects in those designated areas are eligible for certain tax incentives. Provides that municipalities may issue bonds in connection with those projects. Contains provisions concerning public hearings. Contains numerous other provisions. Effective immediately.

PROP CONTROL-TRANSFER SURPLUS

Amends the State Property Control Act. Provides that "surplus real property" means any real property to which the State holds fee simple title or lesser interest, and (i) that has not been used by the State for at least the past 3 years and for which there is no foreseeable use in the next 3 years, (ii) that has not been used by the State for at least the past 6 years, or (iii) that is reported or transferred to the Director of Central Management Services as unused property and for which there is no foreseeable use by the Department of Central Management Services. Provides that, if the fair market value of surplus real property is $1,000,000 or more, then the transfer of that property to any entity other than a State agency must be approved by the General Assembly by statute, whether or not the transfer is made for an amount that exceeds, is less than, or is equal to the fair market value of the property. Effective immediately.

DRYCLEANER-FUND-REENROLLMENT

Amends the Drycleaner Environmental Response Trust Fund Act. Provides that, if the coverage of an owner or operator under the insurance account ceases for a reason other than the submittal of a claim on that account or the existence of an emergency or emergency action, then the owner or operator may reenroll in the program of coverage provided through the account by paying an annual premium calculated using the same risk basis as on the date that the owner or operator was last covered under the account. Effective immediately.

INCOME WITHHOLDING-PAYOR FEE

Amends the Income Withholding for Support Act. Deletes provision stating that for withholding of income, the payor is entitled to receive a fee not to exceed $5 per month to be taken from the obligor's income.

MEDICAID-OTC MEDICATIONS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that prescription over-the-counter medications that are prescribed to a recipient of medical assistance by a physician, a physician's assistant, a nurse practitioner, or any other medical care provider qualified to prescribe medications shall be covered under the State's medical assistance program. Provides that pharmacies providing prescribed over-the-counter medications shall be reimbursed at the same rate determined by the Department of Healthcare and Family Services for prescription medications covered under the State's medical assistance program. Requires the Department to establish guidelines and standards by administrative rule on the documentation, if any, a medical care provider must submit when prescribing an over-the-counter medication to a recipient of aid under the Code. Effective immediately.
