Amends the Department of Public Health Act. Provides that if, as part of its program of health benefits, the State of Illinois allows or provides incentives for State employees or State retirees to purchase prescription drugs from a pharmacist or other distributor located in a country other than the United States, then the Department of Public Health must develop and implement a certification program for those foreign drugs. Requires that this certification program must be designed to ensure the safety and efficacy of the drugs. Effective immediately.

Amends the Secretary of State Act. Requires the Secretary of State to post information on his or her Internet web site concerning the changes made by Public Acts 93-615 and 93-617. Requires the Secretary of State to mail to each registered lobbyist directions about how to access that information. Effective immediately.
Amends the Illinois Public Aid Code. Provides for an increase in the rates paid to every vendor of goods or services under the Medicaid program so that those rates are equal to the rates paid to such vendors under Medicare. Provides for implementation of the rate increase over a 3-year period. Effective immediately.
Amends the Downstate Teacher Article of the Illinois Pension Code. Increases the annual period during which an annuitant may be employed as a teacher without impairing retirement status, from 120 days or 600 hours to 168 days or 840 hours per year. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Check Cashing Act. Limits the amount of the penalty that a casino-based electronic check cashing service may recover from a person who writes a check that is dishonored to the amount of actual damages plus a fee equal to 20% of the face value of the check or $5, whichever is greater (and prohibits recovery of treble damages).
Requests the United States Congress to increase appropriations to the State of Illinois for sexual assault prevention and counseling services.
Amends the School Code to include a licensed clinical psychologist as one of the qualified professionals that are not prohibited by the provisions of a Section concerning school psychological services from providing those services listed in that Section for which they are appropriately trained. Effective immediately.
Congratulates the Des Plaines History Center on being named Mid-Sized Institution of the Year by the Illinois Association of Museums.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid may not establish any formulary limits on, or restrict by any prior authorization requirement, any insulin prescription drug as prescribed and determined to be medically necessary for the treatment of diabetes. Effective July 1, 2004.
