Amends the Illinois Manufactured Housing and Mobile Home Safety Act. Makes a stylistic change in provisions concerning the short title of the Act.

Amends the School Code. Creates the Four-Day School Week Task Force to study the effectiveness of a 4-day school week. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Deletes language requiring the Department of Public Aid to provide for the determination of payment according to a specified formula for nursing facilities certified as Intermediate Care for the Developmentally Disabled facilities. Effective immediately.
Amends the Illinois Public Aid Code. Makes technical changes in a Section concerning Medicaid payments to nursing homes.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall establish a registry of all active and retired health care professionals to be accessed in the event of an act of bioterrorism or other public health emergency. Effective immediately.
Amends the Illinois Public Aid Code. In provisions concerning education, training, and employment programs for TANF recipients, provides that, subject to a specific appropriation for this purpose, the Department of Human Services shall create a tiered-reimbursement rate system for child care providers. Provides that the purpose of this tiered-reimbursement rate system is to establish a set of performance standards that provide support and economic incentives to help programs meet the standards that help children grow and learn. Directs the Department to convene a working committee of its standing Child and Development Advisory Council to create the tiered-reimbursement rate system. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning immigration services.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Appropriates $500,000 to the Department of State Police for the purpose of developing a training program for police officers concerning the investigation and handling of cases of domestic violence and sexual assault, in consultation with the Illinois Law Enforcement Training Standards Board. Effective July 1, 2003.
