Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who uses a consumer credit report in connection with the approval of credit based on the application for an extension of credit, and who has received notification of a police report filed with a consumer credit reporting agency that the applicant has been a victim of aggravated identity theft, may not lend money or extend credit without taking reasonable steps to verify the consumer's identity and confirm that the application for an extension of credit is not the result of financial identity theft or aggravated identity theft. Adds that a consumer may place a security freeze on his or her credit report by making a request directly to the consumer credit reporting agency through a secure electronic mail connection, if an electronic mail connection is provided by the consumer credit reporting agency. Provides that a consumer credit reporting agency shall not charge a fee for placing, removing, or removing for a specific party or period of time a security freeze on a credit report, if the consumer submits to the credit reporting agency a valid copy of a police report, investigative report, or complaint that the consumer has filed with a law enforcement agency about the unlawful use of his or her personal information by another person. Allows the credit reporting agency to charge a fee of not more than $10 to a consumer for each security freeze or temporary lift of a security freeze for a specific party and a fee of not more than $8 for removal of a security freeze or temporary lift of a security freeze for a period of time. Provides that the consumer credit reporting agency shall send a written confirmation of the security freeze to the consumer within 5 (instead of 10) business days of placing the freeze on the account. Requires the Director of the Division of Financial Institutions in the Department of Financial and Professional Regulation to promulgate rules necessary to allow the use of electronic media to receive and process a request from a consumer to temporarily lift a security freeze as quickly as possible, with the goal of processing a request within 15 minutes of that request. Defines "consumer", "consumer credit reporting agency", "credit report", "Director", and "security freeze". Changes references from "credit reporting agency" to "consumer credit reporting agency". Effective January 1, 2007.

Creates the Illinois State Diabetes Commission Act. Establishes the Illinois State Diabetes Commission. Sets forth term lengths of members and provides that members shall be reimbursed only for reasonable and necessary expenses. Requires the Department of Public Health to provide administrative support for the Commission. Sets forth duties of the Commission. Permits the Department to accept on behalf of the Commission any federal funds or gifts and donations from individuals, private organizations, and foundations. Repeals the Act on January 1, 2010. Effective November 1, 2006.
Amends the Sexual Assault Survivors Emergency Treatment Act. Requires the Department of Public Health to submit a report to the General Assembly containing information on hospitals that have submitted a plan to provide emergency services to sexual assault survivors to the Department and to post the report on its Internet website. Changes the maximum fine for failure to submit a Plan of Correction or to implement the Plan of Correction to $1,000 (now, $100.00) per day. Requires the Department to accept and investigate any complaint of a hospital not providing services required by the Act. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop educational materials on meningitis for distribution in elementary and secondary schools. Effective immediately.
Amends the Interest Act. Provides limitations for the increase in the annual percentage rate of interest for credit card accounts under revolving credit arrangements until after the listed time periods for the required notices. Provides that, in the case of any credit card account under a revolving credit arrangement, no fee, including any annual fee, late payment fee, or over-the-limit fee, may be imposed on the account before the end of the 30-day period beginning on the date the obligor receives a specific notice of the imposition of the fee. Provides that, in the case of any credit card account under a revolving credit arrangement containing a universal default provision, no increase in any annual percentage rate of interest due to universal default, applicable to the account, or any portion of any outstanding balance on the account may take effect or apply to any outstanding balance of credit under the plan until the beginning of the billing cycle that begins not less than 30 days after the obligor receives a specific notice of the increase. Requires the notice to be mailed or emailed, if the consumer has requested to receive such notices electronically, to the obligor separately from any statement or other notice and without any advertising or other disclosures. Provides that the notice must have highlighted in a clear and conspicuous manner and in bold and capitalized print any changes to the customers current policy. Provides that in case of a fee, the notice shall include an explanation of how, when, and why a fee will be imposed and what options the obligor may have for addressing the imposition of the fee or any reason for the imposition, including the prevention of any future imposition of the fee. Requires the Department of Financial and Professional Regulation to establish a State-wide data collection of universal default information and rules for the collection of universal default information. Establishes reporting requirements for lenders of revolving credit accounts containing universal default provisions. Requires the Department to file a written report with the General Assembly no later than July 1, 2007, and no later than every July 1 thereafter concerning the universal default information collection. Effective immediately.
Amends the Interest Act. Requires that any lender doing business in the State or issuing revolving credit to a debtor residing in the State shall provide a list of its current credit interest rates to the Comptroller and the Treasurer of Illinois on the first of each month. Requires the Comptroller and Treasurer to publish and maintain, on their respective State websites, a listing of the current credit interest rates for each lender. Effective immediately.
Amends the Ticket Scalping Act. Makes a technical change in a Section concerning service charges.
Amends the Comprehensive Health Insurance Plan Act. Allows the Illinois Comprehensive Health Insurance Board to establish conditions and procedures under which the Comprehensive Health Insurance Plan may discount or subsidize premiums for unemployed or retired coal miners who are federally eligible and whose employer-provided health insurance coverage was terminated on September 28, 2004, and to accept funds appropriated for this purpose. Allows unemployed or retired coal miners who are federally eligible and whose employer-provided health insurance coverage was terminated on September 28, 2004 to be eligible for the Plan even though their premiums may be discounted or subsidized. Requires federally eligible unemployed or retired coal miners whose employer-provided health insurance coverage was terminated on September 28, 2004 to pay the discounted or subsidized premiums established by the Board. Effective immediately.
Creates the Autism Spectrum Disorders Reporting Act. Provides that a qualified professional who diagnoses any individual who resides in Illinois with an autism spectrum disorder shall report within 30 days the existence of an autism spectrum disorder diagnosis along with all such additional information as determined in rules promulgated pursuant to the Act. Provides that the reports shall be designated an autism spectrum disorder report and shall contain information which the Director of Public Health considers necessary to identify, locate, and investigate the occurrence, frequency, incidence, cause, effect, and prognosis of autism spectrum disorder, and other relevant data and findings. Provides that the Department of Public Health may enter into contracts with individuals, corporations, hospitals, universities, not-for-profit corporations, governmental entities or other organizations whereby such individuals, organizations or agencies agree to provide assistance in the compilation of the Autism Spectrum Disorder Registry or to conduct research on behalf of the Department of Public Health consistent with the purposes of the Act. Effective immediately.
Amends the School Code. Provides that a transition specialist certificate shall be issued to persons who, through their education and training, have a comprehensive understanding of the requirements for transition planning and of transition services for students with all types of disabilities and are aware of the array of options available to students with disabilities after they exit high school. Provides that before the 2006-2007 academic year, the Board of Higher Education shall, in collaboration with the Interagency Coordinating Council and the Advisory Council on the Education of Children with Disabilities, develop coursework for students who want to qualify for a transition specialist certificate. Provides that those public universities that are teacher training institutions shall implement the coursework developed by the Board beginning with the 2006-2007 academic year. Effective immediately.
