Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Covering ALL KIDS Health Insurance Act. Requires the Department of Healthcare and Family Services to annually publish in newspapers around the State the premiums or other cost sharing requirements of the Covering ALL KIDS Health Insurance Program. Requires the Department to provide a copy of all contracts awarded for the administration of the Program to certain members of the General Assembly. Requires the Auditor General to perform an annual audit of the Program.
Amends the Comprehensive Health Insurance Plan Act. Provides that coverage under the Plan shall automatically terminate as of the effective date of any medical assistance, except in cases where the effective date of the medical assistance is the date that the application for medical assistance was submitted to the Department of Human Services and that date is different than the date that the applicant is determined to be eligible for medical assistance. Provides that in that circumstance, coverage under the plan shall terminate on the date that the applicant was determined to be eligible for medical assistance. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.
Creates the War on Terrorism Veterans Act. Provides that a memorial honoring persons who earned the Southwest Asia Service Medal serving in either Operation Enduring Freedom or Operation Iraqi Freedom may be constructed by a private entity on a portion of the State property in Oak Ridge Cemetery. Effective immediately.

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the State Board of Elections shall produce a redistricting plan using a computer program. In the year following each Federal decennial census year, requires the State Board of Elections to designate its computer program by April 15 and to file the redistricting plan by June 1, which is presumed valid and has the force and effect of law. The computer program designated by the State Board of Elections must disregard specified data and must consider certain prioritized factors; the computer program shall otherwise produce districts in a random manner. Effective beginning with redistricting in 2011 and applies to members elected in 2012 and thereafter.
Proposes to amend the Legislature Article of the Illinois Constitution. Changes the terms of members of the General Assembly. Provides that Senators elected in 2008 shall serve four-year terms. Provides that Senators elected in 2010 shall serve two-year terms. Provides that Representatives elected in 2008 shall serve four-year terms. Provides that, beginning in 2012, in each ten-year period, Senators shall be divided into two groups. Provides that Senators in the first group shall first be elected for terms of six years and then for terms of four years. Provides that Senators in the other group shall first be elected for terms of four years and then for terms of six years. Provides that, beginning in 2012, Representatives shall first be elected for terms of four years, then for terms of two years, and then for terms of four years. Provides that whenever a seat in either house becomes vacant with more than 28 months remaining in the term, the vacancy shall be filled by appointment until the next general election, at which time a replacement shall be elected to serve for the remainder of the term. Provides that the General Assembly shall be a continuous body for a period beginning and ending at noon on the second Wednesday of January of consecutive odd-numbered years. Effective upon being declared adopted. Applies to the election of General Assembly members in 2008 and thereafter.
