Urges Congress to enact a 2-year suspension on the portion of the federal income tax code that penalizes participants in 401(k) programs who do not commence required minimum distributions during the year after the year that the participant reaches the age of 70 1/2.

Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Makes changes to a Section concerning transition goals, supports, and services. Removes certain provisions concerning transition goals and supports. Provides instead that beginning no later than the first individualized education plan (IEP) in effect when the student turns age 14 1/2 (or younger if determined appropriate by the IEP Team) and updated annually thereafter, the IEP must include (i) measurable postsecondary goals based upon age-appropriate transition assessments and other information available regarding the student that are related to training, education, employment, and, where appropriate, independent living skills and (ii) the transition services needed to assist the student in reaching those goals, including courses of study. Makes changes concerning additional IEP Team members, the IEP identifying each person responsible for transition services, the involvement of a public or private entity outside of the school district in transition services, the limit on a public school's responsibility for delivering educational services, and submitting a summary to the local Transition Planning Committee. Effective immediately.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax under the Acts with respect to motor fuel and gasohol is imposed at a rate that is the lesser of (i) $0.10 per gallon or (ii) 6.25% of the selling price. Amends the State Finance Act to provide for the distribution of the tax of $0.10 per gallon on motor fuel. Effective immediately.
Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that eligibility and benefits under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, or Medicaid may be expanded only as authorized by law and may not be expanded by any other means, including agency rules or policy changes.
Appropriates $10,000,000 from the General Revenue Fund to the Local Health Protection Grant Fund. Effective July 1, 2008.
Creates the Local Initiative Sunshine Act. Defines "gubernatorial or legislative member initiatives". Provides that executive branch State agencies processing initiatives must establish and maintain a file for all applications. Specifies the information an agency must obtain during the application or review process. Provides that an agency that processes grants shall develop guidelines and monitoring procedures. Specifies the required guidelines and procedures. Provides for public disclosure of grant information.
Appropriates $5,000,000 from the General Revenue Fund to the Department of Human Services for operations of school based centers under the Division of Community Health and Prevention. Effective July 1, 2007.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning reporting adverse information to a consumer reporting agency or providing information to a collection agency.
Amends the Election Code. Provides that when a member of a municipal officers electoral board has a close personal or campaign relationship with the candidate whose nomination is the subject of an objector's petition, the objector may request that the chief judge of the appropriate circuit court conduct a hearing on whether the member's impartiality is impaired. Provides that the member is ineligible to serve on the board with respect to any objections to that candidate if the member's impartiality is found to be impaired.
