Amends the Sustainable Agriculture Act. Makes a technical change in a Section concerning the short title.
Amends the Election Code. When a vacancy occurs in the office of U.S. Senator, requires that: (i) the Governor make a temporary appointment and the office be filled at the next general election at which that office is scheduled to be filled, if the vacancy occurs fewer than 180 days before that election, and (ii) the vacancy be filled by the Governor by temporary appointment and at a special election, designated by the Governor, if the vacancy occurs 180 or more days before the next general election at which that office is scheduled to be filled. Effective immediately.
Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning the powers of the Authority.
Amends the State Housing Act. Makes a technical change in a Section concerning the short title.
Amends the Housing Development and Construction Act. Makes a technical change in a Section concerning the purposes for which grants to housing authorities may be used.
Amends the Property Tax Code. Provides that township assessors and county assessors must monitor the average fair-market value of residential property within their jurisdiction. Provides that, if the average fair-market value of residential property within the jurisdiction of the assessor falls by more than 7% in any taxable year, the assessor shall notify the Illinois Department of Revenue. Provides that, whenever the Department of Revenue is notified by a county or township assessor that the average fair-market value of residential property within the jurisdiction of a township or county assessor has fallen by more than 7%, it shall immediately impose an additional special multiplier in the geographic area specified by the assessor so that the equalized assessed value of all property in the geographic area reflects the decline in fair-market value.
Amends the Hazardous Materials Emergency Act. Makes a technical change in a Section concerning the findings.
Amends the Attorney General Act. Provides that upon receipt by the State from the Secretary of the United States Department of Health and Human Services, the Office of the Attorney General shall post on its website the report required under the federal Patient Protection and Affordable Care Act containing a summary of information submitted by manufacturers and group purchasing organizations to the Secretary pursuant to the federal law. Requires the Office of the Attorney General to post the report by September 30, 2013 and by June 30 of each calendar year thereafter, or as soon as possible after the State receives the report from the Secretary, whichever occurs first. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Election Code, the Illinois Pension Code, and the Regional Transportation Authority Act. Provides for the nonpartisan election of a 9-member Regional Transportation Authority Board, beginning at the consolidated election in 2011 (now, a 16-member board is appointed). Eliminates compensation and pension and group insurance benefits for members. Makes other changes. Effective immediately.
