RAPE KITS-LAB TESTING

Amends the Sexual Assault Survivors Emergency Treatment Act. Requires that all sexual assault evidence collected using the State Police Evidence Collection Kits shall be analyzed and tested by the Department of State Police within 6 months after receipt of all necessary evidence and standards into the State Police Laboratory (was, within one year and if sufficient staffing and resources are available). Effective immediately.

INC TX-PROP TX CREDIT-DISABLED

Amends the Illinois Income Tax Act. In a Section granting a tax credit for residential real property taxes, provides that, for tax years beginning on or after January 1, 2011, if the taxpayer qualifies for the disabled persons' homestead exemption under the Property Tax Code, then the taxpayer is entitled to a credit equal to 10% (instead of 5%) of real property taxes paid by the taxpayer during the taxable year on the qualifying property. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Exempts the credit from the Act's automatic sunset provision. Effective immediately.

PENSION CD-GARS-NO NEW MEMBERS

Amends the General Assembly Article of the Illinois Pension Code. Restricts participation in the General Assembly Retirement System by members of the General Assembly to persons who become participants before January 1, 2011 and that, beginning on that date, the System shall not accept any new participants who are members of the General Assembly. Makes related changes. Effective immediately.

USE/OCC TX-TAX HOLIDAY

Amends the Use Tax Act, the Service Use Tax, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that no tax is imposed under the Acts upon the use or purchase of firearms, ammunition, or hunting supplies during the holiday period. Defines the holiday period as the first consecutive Friday through Sunday in September of 2010 and each year thereafter. Sets forth criteria for transactions to qualify for the exemption. Effective immediately.

RTA-ELECT SUBURBAN BUS BD

Amends the State Employees Group Insurance Act of 1971, the Election Code, the Illinois Pension Code, and the Regional Transportation Authority Act. Provides for the nonpartisan election of a 9-member Suburban Bus Board, beginning at the consolidated election in 2011 (now, a 13-member board is appointed). Eliminates compensation and pension and group insurance benefits for members. Makes other changes. Effective immediately.
