PUBAID-PRSNL NEEDS ALLWNCE $50

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the minimum monthly personal needs allowance for a person who is an inpatient in an institution or facility for which payments are made under the Medical Assistance Article throughout a month, and who is determined to be eligible for medical assistance under that Article, is $50.

ELECTIONS-LEGAL DEFENSE FUND

Amends the Election Code. With respect to campaign finance disclosure and limits, redefines contributions and expenditures to include those accepted or made in connection with the legal defense of a candidate for or holder of a State or local elective office. Defines legal defense as relating to various offenses against public officials, employees, and entities at any level of government, infamous crimes, and offenses reflecting upon the candidate's or official's character, honesty, integrity, and ability. Effective immediately.

CRIMINAL LAW-TECH

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the offense of tattooing the body of a minor.

CRIM CD-SEX OFFENDERS-PARKS

Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for any sex offender (rather than just a child sex offender) to knowingly be present in any public park building or on real property comprising any public park or to knowingly loiter on a public way within 500 feet of a public park building or real property comprising any public park.

STATES ATTORNEY-BLAGOJEVICH

Urges the Sangamon County State's Attorney to immediately begin an inquiry or investigation to determine, based on Rod Blagojevich's claims, if any State laws were violated, and if any legislator or legislators, together or alone, sought to trade their services in exchange for Governor Rod Blagojevich hiring a legislator's secretary.

CUSTODY/VISIT-MODIFY-SUPPORT

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that if a person petitioning to modify a custody judgment or visitation order owes past due child support to a custodial parent in an amount in excess of $10,000, the person shall post a bond in the amount of past due child support owed before the filing of the petition. Provides that the court shall hold the bond in escrow until the modification proceedings have been concluded, at which time the bond shall be transmitted to the State Disbursement Unit for disbursement to the custodial parent. Effective immediately.

VEH CD-MANDATORY INSURANCE MIN

Amends the Illinois Vehicle Code. Increases the minimum mandatory coverage amounts for liability insurance policies in this State and increases the amounts sufficient to satisfy a judgment following a motor vehicle accident as follows: bodily injury or death to any one person from $20,000 to $60,000; bodily injury or death to more than one person from $40,000 to $120,000; and injury or destruction of property of others from $15,000 to $45,000.

$IDOT-ROAD SALT

Appropriates $14,500,000 from the Local Government Road Salt Purchase Reimbursement Fund to the Department of Transportation for the purpose of providing grants to counties, municipalities, townships, and road districts for road salt reimbursement. Effective immediately.
