2010 ELECTION-RED LIGHT CAMERA

Amends the Election Code. Requires that the State Board of Elections certify an advisory question for the 2010 general election ballot to each election authority serving a unit of local government with a red light camera system as to whether the unit and its police department should cease issuing tickets from that system for right turns against red traffic signals. Repealed January 1, 2011. Effective immediately.

PROP TAX-EXEMPT DISABLED VETS

Amends the Property Tax Code. Changes the exemption for disabled veterans. Provides that a "disabled veteran" is a veteran who has been awarded a 100% service-connected disability, permanent and total with no further examinations, by the United States Department of Veterans Affairs. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

LOCAL GOVT CONSOLIDATION COMSN

Creates the Local Government Consolidation Commission Act of 2010. Establishes a commission of legislative members and local government representatives appointed by the Governor to report to the Governor and General Assembly on consolidating local governments. Provides for support of the commission by the Department of Commerce and Economic Opportunity. Repeals the Local Government Consolidation Commission Act. Effective immediately.

INSPECTOR GEN REPORTS PUBLIC

Amends the State Officials and Employees Ethics Act. Provides that, if an Executive or the Legislative Inspector General, upon the conclusion of an investigation, determines that reasonable cause exists to believe that a violation has occurred and issues a summary report of the investigation, then the Inspector General shall deliver a copy of the report, with all confidential information redacted, to the person who is the subject of the investigation and also make a copy of that redacted report available to the public for inspection and copying.

LIMIT RED LIGHT CAMERA USE

Urges all counties and municipalities utilizing red light cameras to limit the use of the cameras unless a need for greater public safety is documented at the intersections and encourages all counties and municipalities using red light cameras to hold the original intent of the General Assembly in high regard, and not use the cameras as a way to increase revenue, by limiting fines to $50 and limiting fines issued for legal right turns on red lights.
