Amends the Military Veterans Assistance Act. Makes a technical change in a Section concerning the definition of "overseer of military veterans assistance".

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying after June 30, 2007 (now, December 31, 2009), the "State tax credit" is the amount of the federal credit for state tax allowable under the Internal Revenue Code. Effective immediately.
Amends the Video Gaming Act. Removes language that exempts video gaming terminals that are operated for amusement only from the licensure requirement under the Act. Effective immediately.
Amends the Gasoline Storage Act. Makes a technical change in a Section concerning volatile combustibles.
Expresses support for improved suicide awareness in the State of Illinois in order to educate citizens about mental illness and other disorders that can lead to suicide and successful diagnoses and treatment of the underlying causes of suicide, thereby increasing the numbers of survivors.
Creates the Video Gambling Referendum Act. Authorizes a statewide referendum at the general primary election in 2010 to seek the advice of the voters. Sets forth questions concerning the conduct of video gambling in restaurants, bars, fraternal establishments, veterans establishments, and truck stop establishments. Effective immediately.
Amends the Medical Practice Act of 1987. Provides that the Department of Financial and Professional Regulation shall revoke the license or visiting permit of any person issued under this Act to practice medicine or to treat human ailments without the use of drugs and without operative surgery, who has been convicted of committing (1) any felony under the Illinois Controlled Substances Act or the Methamphetamine Control and Community Protection Act, (2) a Class 1 felony under Sections 8A-3 and 8A-6 of the Illinois Public Aid Code, or (3) a sexual assault or other battery against his or her patient. Provides that the Department shall investigate any licensee upon notification from any law enforcement agency of a criminal complaint setting forth facts which, if proven, would constitute grounds for suspension or revocation under the Act. Provides that any law enforcement agency in the State must provide immediate notification to the Department when it receives a criminal complaint against a licensee under this Act that alleges sexual assault or other battery on a patient. Effective immediately.
Amends the School Code. Provides that upon request of a school, school district, community college district, or private school, any information obtained by a school district pursuant specified provisions concerning criminal history records checks within the last 5 years shall be made available to that school, school district, community college district, or private school.
Creates the Prescription Drug Ethical Marketing Act. Requires every manufacturer and labeler that sells prescription drugs in the State to disclose to the Director of Public Health the value, nature, and purpose of any gift, fee, payment, subsidy, or other economic benefit provided in connection with detailing or promotional or other marketing activities by the company, directly or through its pharmaceutical marketers, to any physician, hospital, nursing home, pharmacist, health benefit plan administrator, or any other person in the State authorized to prescribe or dispense prescription drugs. Requires the Director to report to the Governor and the General Assembly on the disclosures. Provides exceptions to the disclosures. Provides for injunctive relief and civil penalties for failure to disclose. Amends the State Finance Act to create the Prescription Drug Ethical Marketing Fund.
Amends the Baccalaureate Savings Act. In a Section concerning the administration of a grant program, provides that no limit may be placed on the number of bonds that may be purchased under the program on an annual basis. Provides that while all grants awarded under the program are subject to annual appropriation of funds by the General Assembly, there shall be no expiration date placed on the grants and any person who is denied disbursement of a grant due to a lack of funding shall remain eligible for disbursement of that grant until such time as funding becomes available, provided that he or she properly applies for disbursement of the grant on an annual basis.
