Amends the Counties Code. Authorizes a county, by ordinance or resolution adopted by the county board or by referendum, to opt out of any tax imposed within the county. If a county opts out of a tax, then the tax shall no longer be imposed or collected in the county and the county shall no longer receive distributions or any other benefits derived from the imposition of the tax.

Amends the Criminal Code of 1961 relating to the offense of criminal damage to property. Defines "property of another" to mean a building or other property, whether real or personal, in which a person other than the offender has an interest which the offender has no authority to defeat or impair, even though the offender may also have an interest in the building or property. Effective immediately.
Amends the Comprehensive Lead Education, Reduction, and Window Replacement Program Act. Makes a technical change in a Section concerning the short title.
Amends the Code of Civil Procedure. Makes a technical change in provisions concerning venue.
Amends the Illinois Vehicle Code. Decreases the maximum civil penalty for an automated traffic law enforcement system violation and failure to pay such a violation from $100 to $50.
Amends the Election Code. Makes a technical change in a Section concerning office hours for filing nomination petitions.
Amends the Electricity Excise Tax Law. Creates an alternative energy credit for taxpayers who construct facilities that generate electricity using alternative energy sources (including solar, wind, geothermal, landfill methane gas, fuel cells, and biomass). Provides that the credit shall be 0.18 cents per kilowatt hour generated by the alternative energy system. Provides that the credit shall sunset on January 1, 2017. Effective July 1, 2009.
Amends the Illinois Securities Law of 1953. Makes a technical change in a Section concerning definitions.
