Reprimands United States Senator Roland Burris for the contradictions made between statements made by Burris under oath on January 8, 2009, and affidavits after the fact, and urges the United States Senate to view the obvious contradictions in Senator Burris' testimony and later statements as a reason for expulsion from the Senate.

Creates the Grocers' Mandatory Plastic Bag Recycling Act. Requires the owner of each grocery store in Illinois to implement a plastic bag recycling program within 90 days after the effective date of this Act. Requires the plastic bag recycling program to (i) facilitate the return and recycling of plastic bags that the grocery store has distributed to consumers, (ii) provide for the placement of a plastic bag collection bin in each store at a location that is visible and easily accessible to consumers, (iii) provide for the marking of each plastic bag collection bin in a manner that indicates to consumers that the collection bin is being made available by the grocery store for the purpose of collecting and recycling plastic bags that it has distributed to consumers, and (iv) make arrangements for the pick-up, transport, and recycling of plastic bags that were distributed to consumers by the grocery store and later deposited into its plastic bag collection bin. Imposes civil penalties for violations. Defines "consumer", "distributed to consumer", "food products", "grocery store", "plastic bag", and "purchase at retail". Repeals the Plastic Bag Recycling Act. Effective immediately.
Amends the Illinois Insurance Code. Provides that a physician or other health care professional who provides services through a hospital that is a member of a preferred provider organization to an insured person who is admitted to the hospital and participates in the preferred provider organization may not use any fee schedule other than that set forth by the insurer for the preferred provider organization.
Amends the Election Code. Makes a technical change in a Section concerning the continuation of prior laws.
Amends the Counties Code. Provides for binding referenda (instead of advisory referenda) concerning (i) the number of members of the county board to be elected, (ii) whether the board members should be elected from single-member districts, multi-member districts, or at-large, (iii) whether voters will have cumulative voting rights in the election of county board members, or (iv) any combination of the preceding 3 questions. Effective immediately.
Amends the Fire Protection District Act. Requires that a fire protection district must post on its website all ordinances imposing any penalty or making any appropriation. Provides that, if a district does not maintain a website, then the district must publish the ordinances in a newspaper of general circulation within the district. Effective immediately.
Amends the Senior Citizens Real Estate Tax Deferral Act. Provides that interest charged for taxes deferred under the Act shall be at the rate of 3% per year (instead of 6% per year) beginning in taxable year 2010. Effective immediately.
Amends the Illinois Vehicle Code. Provides that an automated traffic law system may not be used to issue violations to persons driving a motor vehicle who enter an intersection against a red signal indication in violation of a provision of the Illinois Vehicle Code or similar local ordinance providing that vehicular traffic facing any steady red signal may cautiously enter the intersection to turn right, or to turn left from a one-way street into a one-way street, after stopping as required by the Code. Effective January 1, 2011.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal (ITAP) shall also include a searchable database of all county, township, and municipal employees sorted by the employing unit of local government, employment position title, and current pay rate and year-to-date pay. Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Provides that counties, townships, and municipalities must comply with the requirements established by the Department of Central Management Services concerning ITAP. Limits home rule powers.
Amends the Illinois Fairness in Lending Act. Makes a technical change in a Section concerning the short title.
