Creates the Life-Saving Drug Shortage Prevention Act. Provides that a notification to the Director of Public Health shall be required from a manufacturer of a drug concerning a discontinuance, interruption, or adjustment of the manufacture of a drug that would likely result in a shortage. Provides that the notification shall be required at least 6 months prior to the date of the discontinuance or planned interruption or adjustment, and in the case of any other interruption or adjustment a notification shall be required as soon as possible. Provides that the Director may modify the time frames. Provides that the Director shall implement evidence-based criteria for identifying drugs that may be vulnerable to a shortage, and sets forth certain criteria. Sets forth provisions concerning public notification. Effective immediately.

Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Provides that, by no later than July 1, 2012, the Regional Transportation Authority, Commuter Rail Division, Suburban Bus Division, and Chicago Transit Authority shall be consolidated into the Northeastern Transit Authority. Provides that the powers, duties, and obligations of the Regional Transportation Authority, Commuter Rail Division, Suburban Bus Division, and Chicago Transit Authority shall be exercised by the Northeastern Transit Authority. Creates the Northeastern Transit Authority. Sets forth the appointment and terms of the board members for the Northeastern Transit Authority. Provides that board members shall serve without compensation, but may be reimbursed for expenses incurred in the performance of their official duties. Effective immediately.
Amends the Senior Citizens on State Boards and Commissions Act. Makes a technical change in a Section concerning state boards and commissions.
Amends the Governmental Account Audit Act, Counties Code, and Illinois Municipal Code. Provides that all specified governmental units, counties, and municipalities must submit specified reports with the Comptroller electronically, and the Comptroller must post the reports on the internet no later than 45 days after they are received. Provides that the county board of any county (now, counties having a population of over 10,000 but less than 500,000) shall be required to perform an annual audit on funds and accounts of the county, which shall be filed with the Office of the Comptroller. Provides that the requirement concerning electronic filing may be waived if sufficient evidence is provided to the Comptroller that the report cannot be filed electronically. Sets forth posting requirements and penalties for delinquent reports. Limits the concurrent exercise of home rule units. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Health Statistics Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Pension Code. Provides that no assets of any retirement system shall be invested in any foreign company that has an equity tie to the government of Iran or its instrumentalities and that is engaged in specified business activities. Exempts any foreign company providing humanitarian aid to the Iranian people through either a governmental or non-governmental organization. Requires the retirement system to sell, redeem, divest, or withdraw any investment held in violation of these requirements. Provides that these provisions shall not be construed to require the premature or otherwise imprudent sale, redemption, divestment, or withdrawal of an investment but requires such sale, redemption, divestment, or withdrawal to be completed no later than 3 years after the effective date of the amendatory Act. Requires, within 60 days after the effective date of the amendatory Act and annually thereafter, each retirement system to file with the Public Pension Division and the General Assembly a report of all investments that violate these provisions. Provides that these provisions shall be of no effect if (i) the Congress or the President of the United States declares that the government of Iran has ceased to acquire or develop weapons of mass destruction and to support international terrorism or (ii) the United States revokes all sanctions imposed against the government of Iran. Indemnifies trustees and employees of the retirement systems from all claims, demands, suits, actions, damages, judgments, costs, charges, and expenses and against all liability, losses, and damages of any nature resulting from any decision to restrict, reduce, or eliminate investments. Effective immediately.
Amends the General Assembly Retirement System (GARS) Article of the Illinois Pension Code. Provides that current participants cannot establish service credit in the system after the effective date of the amendatory Act. Prohibits persons from becoming a member of GARS after the effective date of the amendatory Act. Effective January 1, 2012.
