Creates the 340B Drug Pricing Program Reporting Act. On or before April 1, 2027 and each April 1 thereafter, requires a 340B covered entity to report the specified information and transactions to the Department of Public Health concerning the 340B covered entity's participation in or participation on behalf of the 340B covered entity in the federal 340B Program for the previous calendar year. On or before November 15, 2027 and each November 15 thereafter, requires the Department to prepare a report that aggregates the data submitted; submit the report to the General Assembly in an electronic format; and post the report on the Department's website. Provides that pharmaceutical manufacturers may request a 340B covered entity to provide specified information concerning the dispensation of 340B drugs. Sets forth provisions concerning penalties, exemptions for pharmaceutical manufacturers, and rulemaking. Provides that the Act is repealed on January 1, 2031. Effective immediately.

Amends the Medical Practice Act of 1987. In provisions concerning legend drugs, provides that, at the request of a person dispensing a drug or medicine, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the dispensing health care practice instead of the name of the person dispensing the drug or medicine. Amends the Pharmacy Practice Act. In provisions concerning the label of a drug, medicine, or poison that is lawfully sold or dispensed, provides that, at a prescriber's request, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the prescribing health care practice instead of the name of the prescriber.

Creates the Victim Centered Approach Pilot Program Act. Provides that the Lake County State's Attorney shall develop a program to represent noncitizen victims of violent crimes in the filing of victim remedies before the United States Citizenship and Immigration Services Office administrative body. Provides that the Lake County State's Attorney shall use any funding provided to the pilot program to represent or give counsel to 50 noncitizen victims annually for the next 5 years who were victimized by violent crimes in Lake County. Provides that the to be eligible for assistance under the program, an individual must: (1) be a noncitizen victim, who has never been placed in removal proceedings; (2) have suffered a violent crime in Lake County; and (3) not be barred from the immigration remedies before the administrative body. Amends the Counties Code. Provides that, in counties with a population of more than 500,000, a State's Attorney may act, without fee or appointment, as an attorney to a noncitizen victim in an immigration case only if the noncitizen victim was victimized within the county the State's Attorney serves and is located within the geographic boundaries of the county served by the State's Attorney.

Amends the Illinois Vehicle Code. Exempts low-speed personal mobility devices and low-speed personal micromobility devices from registration and certificate of title requirements. Prohibits high-speed mobility devices and moderate-speed mobility devices from being marketed, sold, or advertised as low-speed personal mobility devices or low-speed micromobility devices. Exempts persons operating low-speed personal mobility devices and low-speed micromobility devices from driver's license or permit requirements. Provides that high-speed personal mobility devices are subject to the rules and requirements that apply to motorcycles and moderate-speed personal mobility devices are subject to the rules and requirements that apply to mopeds. Requires a person to be covered by a liability insurance policy to operate, register, or maintain registration of a high-speed personal mobility device or moderate-speed personal mobility device. Allows a municipality or local unit of government to install signage clearly indicating the regulation of personal mobility devices. Sets forth prohibited operations of a high-speed personal mobility device, moderate-speed, and low-speed personal mobility device. Provides that traffic laws apply to persons riding low-speed personal mobility devices. Sets forth equipment requirements on low-speed personal mobility devices and moderate-speed personal mobility devices. Sets forth the operation standards for low-speed personal mobility devices, low-speed personal micromobility devices, high-speed personal mobility devices, and moderate-speed personal mobility devices. Repeals provisions regarding low-speed electric scooters and low-speed gas bicycles. Makes conforming and other changes. Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that neither a local public entity nor a public employee is liable for an injury related to the use of a high-speed personal mobility device, moderate-speed personal mobility device, personal mobility device, or low-speed personal mobility device unless the local public entity or public employee is guilty of willful and wanton conduct. Makes conforming changes in the Micromobility Fire Safety Act and the Consumer Fraud and Deceptive Business Practice Act.

Amends the Birth Control Services to Minors Act. Provides that any minor may give effective consent for contraceptive services or supplies and the consent of no other person is required. Provides that for such purposes, a minor is deemed to have the same legal capacity to act and has the same powers and obligations as a person of legal age.

Amends the Environmental Protection Act. Provides that, on and after January 1, 2030, no person shall sell or offer for sale in the State a new washing machine for residential, commercial, or State use unless the washing machine: (1) contains a microfiber filtration system with a mesh size of not greater than 100 micrometers; and (2) bears a conspicuous label that is visible to the consumer, in the form of a sticker or any other label type, that includes a specified statement. Provides that a person or entity who violates this prohibition shall be liable for a civil penalty not to exceed $10,000 for a first violation and not to exceed $30,000 for each subsequent violation.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department of Revenue shall allow taxpayers to open an online tax account for the payment of the Illinois income tax liability regardless of whether the taxpayer has filed a return in Illinois.

Amends the School Code. Provides that the State Board of Education may provide statewide guidance to school districts concerning a workforce development curriculum or programming or both that can be adopted at the school district, school, or classroom level and that provides best practices for teaching artificial intelligence, quantum computing, and other types of rapidly growing technologies as deemed necessary, in a manner that prepares students for workforce, job, and career competencies in the future and informs students of new or growing job or career opportunities in these new fields. Provides that the State Board shall prepare a comprehensive review of any workforce development preparation curriculum and programming specifically designed around technology implemented or considered in other states through other state actions, policies, pilot programs, or school-based programs implemented or tested on a statewide or school-district basis. Provides that the State Superintendent of Education may convene meetings with stakeholders from the public or private sector in preparing the guidance and may allow for the submission of public comments from individuals, organizations, or other entities prior to finalizing the prepared guidance.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that no later than 180 days after the effective date of the amendatory Act, the Department shall file a proposed rule, or a proposed amendment to an existing rule, that requires the Department of Healthcare and Family Services to notify, in writing, all medical assistance applicants that if, at the time of application, the applicant is enrolled in an active health insurance plan bought through the Illinois health insurance marketplace, then the applicant is subject to the repayment of any and all subsidies received for the active health insurance plan if the applicant is determined eligible for and receives medical assistance while still maintaining coverage under the active health insurance plan. Effective immediately.

Amends the Counties Code and the Illinois Municipal Code. Provides that, beginning January 1, 2028, the sheriff of each county and the corporate authorities of each municipality shall: (1) equip every patrol vehicle with a choking rescue device and (2) provide for every deputy or police officer to receive training to administer a choking rescue device from specified entities. Defines "choking rescue device".
