Amends the Wildlife Code. Requires fur facilities to be licensed by the Department of Natural Resources in order to continue operating. Provides that a person is not eligible to obtain a fur facility license for a fur facility that was not owned or operated in the State before the effective date of the amendatory Act. Specifies that a person who owns or operates a fur facility before the effective date of the amendatory Act must obtain a fur facility license from the Department for the facility by January 1, 2028 in order to continue owning or operating the facility on or after January 1, 2028. Limits the transferability of licenses after January 1, 2028. Establishes various license application requirements. Requires the Department to inspect fur facilities before granting or renewing a fur facility license. Provides that a fur facility license may be granted by the Department only if the Department determines the facility meets certain requirements. Creates the Fur Facility Fund as a special fund in the State treasury. Provides that amounts in the Fund must be used by the Department to finance the administration and enforcement of the licensing system established by the amendatory Act. Specifies that the Department of Natural Resources must revoke the license of any person who violates the licensing requirements added by the amendatory Act and may confiscate the person's fur-bearing mammals. Establishes criminal penalties for violations of the licensing requirements added by the amendatory Act. Exempts fur facility license holders from the Code's fur-bearing mammal breeder permitting requirements. Defines various terms. Amends the State Finance Act to make conforming changes.

Amends the Courses of Study Article of the School Code. Provides that, beginning with the 2027-2028 school year, every public high school shall include in its curriculum a unit of instruction on civic engagement. Provides that, as part of the unit of instruction, students must attend an open meeting of the governing body of a special district, the corporate authorities of a municipality, the township board of a township, the county board of a county, or any similar governing or legislating body of a unit of government. Provides that, if physical attendance at such a meeting is not feasible, then attendance may be virtual.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, notwithstanding any other provision of law, beginning in levy year 2026, if a specified taxing district provided a property tax abatement under a specified provision of the Energy Community Reinvestment Act in any levy year occurring before the current levy year and if the taxing district was subject to the Property Tax Extension Limitation Law in the levy year of the abatement, then the district's aggregate extension base for each subsequent levy year after the levy year of the abatement but not earlier than levy year 2026 shall be calculated as through the district's aggregate extension for the levy year in which the abatement was granted included the amount of the abatement. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that on and after January 1, 2027, the rates paid for children's dental comprehensive oral exams, periodic oral exams, problem focused exams, behavior management codes, sealants, resin-based composites-posterior teeth, and extraction and surgical extraction codes shall be increased by 33% above the rates in effect on December 31, 2025. Effective January 1, 2027.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that on and after January 1, 2027, the reimbursement rates for all dental services for children shall be increased 50% above the rates in effect on December 31, 2025. Effective January 1, 2027.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, in Fiscal Year 2027 and thereafter, the Department of Commerce and Economic Opportunity shall require that any convention and tourism bureau receiving a grant from the Local Tourism Fund that requires matching funds shall provide matching funds equal to no less than 25% of the grant amount (currently, no less than 40% of the grant amount). Amends the Hotel Operators' Occupation Tax Act and the Illinois Sports Facilities Authority Act. Makes changes concerning the distribution of moneys under those Acts. Effective immediately.
Amends the School Code. Changes the term "epinephrine injector" to "epinephrine delivery system" in a provision regarding the self-administration, self-carry, and administration of epinephrine delivery systems. Defines "epinephrine delivery system" as any form of epinephrine that is approved by the United States Food and Drug Administration and that is used to administer epinephrine into the human body to prevent or treat a life-threatening allergic reaction. Requires the entity or individual conducting the training curriculum to recognize and respond to anaphylaxis to issue a certificate to each person who successfully completes the anaphylaxis training program. Allows the anaphylaxis training to include the proper techniques for administering non-injector epinephrine options. Effective July 30, 2026.
Amends the Lobbyist Registration Act. Directs the Secretary of State to grant a waiver of the lobbyist registration fee for any not-for-profit entity with an annual budget of less than $5,000,000 that is classified as tax-exempt under Section 501(c)(3) of the Internal Revenue Code, including a waiver for any lobbyist that exclusively lobbies on behalf of such an entity.
Amends the Video Gaming Act. Prohibits a home rule unit of local government with a population of over 1,000,000 from enforcing any local ordinance passed prior to the effective date of the amendatory Act prohibiting the operation of video gaming terminals within the corporate limits of the municipality. Prohibits a home rule unit of government with a population of over 1,000,000 from imposing any fee for the operation of a video gaming terminal in excess of $250 per year.
Amends the Illinois Food, Drug and Cosmetic Act. Provides that a full-service restaurant or quick-service restaurant shall not provide single-use plastic disposable foodware items to a consumer ordering or purchasing dine-in food unless requested by the consumer and that plastic drinking straws must be provided when specifically requested. Provides that single-use plastic disposable foodware items that are provided may not be packaged in plastic. Provides that a food dispensing establishment or takeout food delivery service must provide options for a customer to request disposable foodware items separate from the customer's order, with certain requirements. Provides that a full-service restaurant or quick-service restaurant offering condiments may use dispensers rather than prepackaged disposable condiment packets. Provides that a full-service restaurant or quick-service restaurant must post a sign indicating that single-use plastic disposable foodware will be made available upon request or at a self serve station. Provides that a full-service restaurant or quick-service restaurant may make single-use plastic straws available to customers ordering or purchasing dine-in food by making available dispensers or certain other means if a sign is posted encouraging the reduction of the use single-use plastics. Provides for a civil penalty of $25, after a first notice of violation, for each day a full-service restaurant or quick-service restaurant is in violation, paid to the Department of Public Health. Defines terms. Effective January 1, 2026.
