INC TX-ESTIMATED TAXES

Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.

VEH CD-TOWING/NO DOCUMENTATION

Amends the Illinois Vehicle Code. Provides that no unit of government, including a home rule unit of government, may tow a vehicle solely for the failure or refusal of a driver of a vehicle to display a valid insurance card or driver's license upon request. Limits home rule powers.

URGE AG-CRIME VICTIMS AID

Urges the Attorney General to take steps to examine its appropriations of funds and evaluate if a more direct mechanism could be found to aid victims of violent crime and their families through the Violent Crime Victims Assistance Fund.

WORK COMP-FAIL ATTEND MED EXAM

Amends the Workers' Compensation Act. Provides that an employee shall reimburse the employer for the actual costs incurred by the employer for an independent medical examination if the employee has notice of the examination appointment, does not attend the examination, and does not cancel the examination appointment in a timely manner.

ENT ZONES-MILITARY-BOUNDAIRES

Amends the Illinois Enterprise Zone Act. Provides that an area that is located within the jurisdiction of 5 or more municipalities and located in a county in which a military base is located on the effective date of the amendatory Act is qualified to be designated as an enterprise zone if the total area comprises a minimum of one-half square mile and not more than 16 square miles (instead of 12 square miles) in total area, exclusive of lakes and waterways, and meets all other criteria for eligibility. Effective immediately.

MUNI CD-REFERENDUM FOR BONDS

Amends the Illinois Municipal Code. Provides that in municipalities with a population of less than 2,000,000 inhabitants, bonds shall not be issued until the proposition to issue the bonds has been submitted to and approved by a majority of the voters of the municipality voting upon the proposition at a regular election. Sets forth requirements concerning the notice and form of the proposition.

SMALL BUSINESS 2ND CHANCE EMPL

Creates the Small Business Second Chance Employment Act. Provides definitions of "second chance ex-offender", "court certificate", and "small business". Provides that a small business that, in good faith, employs a second chance ex-offender who presents a court certificate stating that the offender completed his or her probation, parole, conditional discharge, mandatory supervised release, or sentence at least 10 years earlier, who is not a habitual criminal, and who was never convicted of a Class X or Class 1 felony, is not liable as a result of employing the second chance ex-offender, except for wilful and wanton misconduct by the small business, to any person for any criminal conduct that the second chance ex-offender employee engages in during his or her working hours.
