SCH CD-PHYSICAL ED-20 MIN

Amends the School Code. Provides that pupils must engage daily during the school day in courses of physical education for at least 20 minutes (instead of for such periods as are compatible with the optimum growth and developmental needs of individuals at the various age levels). Provides that a physical education course of study shall provide students with an opportunity for at least 20 minutes (instead of an appropriate amount) of daily physical activity. Effective immediately.

Amends the School Code and the Local Governmental and Governmental Employees Tort Immunity Act. Allows school boards and local public entities to levy a tort immunity tax for the purpose of paying judgments and settlements under the federal Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and the Environmental Protection Act until December 31, 2014 (instead of December 31, 2010).

FOOD HANDLING-CONTAGIOUS

Amends the Food Handling Regulation Enforcement Act. Provides that an individual with a contagious disease who works in a business establishment dealing in the sale of food items must disclose the disease to his or her employer. Provides that the employer may not terminate the employee due to receiving the information, but must take reasonable precaution to protect the public.

HUM RT-RENTAL PROP-ARREST REC

Amends the Illinois Human Rights Act. Adds to the definition of a civil rights violation: a prohibition against a landlord inquiring about an arrest record or refusing to rent a unit because the prospective tenant has an arrest record. Provides that it is a civil rights violation for the owner or the agent of any housing accommodation to inquire whether a prospective tenant has an arrest record or to refuse to rent a unit because the prospective tenant has an arrest record. Provides that these 2 prohibitions shall not apply to an apartment rental in an apartment building with 4 units or less when one is occupied by the owner or to the rental of a room in a private home that is owner-occupied.

$DCEO-NORTH CHICAGO FIRE DEPT

Appropriates $250,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the North Chicago Fire Department to replace its emergency response system. Effective July 1, 2011.

PROP TX-WAIVE INTEREST PENALTY

Amends the Property Tax Code. Deletes the provision that the interest penalty for the delinquent payment of taxes for brownfield property may be waived only for any taxable year prior to the 2008 taxable year. Effective immediately.

$DCEO-LAKE COUNTY

Appropriates $2,000,000 to the Department of Commerce and Economic Opportunity from the General Revenue Fund for a grant to the Black Chamber of Commerce of Lake County for the creation of the Black Chamber of Commerce Training Academy (BCCTA) and the creation of the pre-apprenticeship construction skills training program. Effective July 1, 2011.
