Amends the Illinois Procurement Code. Provides that a not-for-profit agency for the severely handicapped that is an accredited vocational program that provides transition services to youth between the ages of 14 1/2 and 22 in accordance with individualized education plans qualifies to provide supplies and services to the State without the State advertising or calling for bids. Effective immediately.

Amends the Illinois Notary Public Act. Makes it a Class 4 felony for a person to (i) knowingly perform notarial acts while not lawfully appointed and commissioned to perform those acts or (ii) knowingly act as, or otherwise impersonate, a notary public while not lawfully appointed and commissioned to perform notarial acts (now, it is a Class A misdemeanor to act as, or otherwise willfully impersonate, a notary public while not lawfully appointed and commissioned to perform notarial acts). Makes it a Class 4 felony (rather than a misdemeanor) to unlawfully possess a notary's official seal.
Amends the Chicago School District Article of the School Code. Makes a technical change in a Section concerning the application of the Article and definitions.
Amends the Housing Development and Construction Act. Makes a technical change in a Section concerning the purposes for which grants to housing authorities may be used.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the General Obligation Bond Act. Provides that an additional $4,000,000,000 in general obligation bonds is authorized to be issued and used for the purpose of making payments to bona fide creditors of the State who: (1) have submitted a bill or invoice to the State that (A) was properly approved under rules adopted under Section 3-3 of the State Prompt Payment Act prior to September 1, 2012 and (B) was not paid within 30 days after the bill or invoice was submitted to the State Comptroller; or (2) are entitled to payment from State funds if the State is more than 60 days delinquent in the payment of those funds as of September 1, 2012. Provides that the proceeds of the additional bonds shall be deposited into the State Fiscal Responsibility Fund, a special fund created in the State Treasury. Provides that the Fund is not subject to sweeps, administrative charges, or chargebacks. Amends the State Finance Act to create the Fund. Provides that proceeds from the bond sale may not be used to make contributions to pension systems. Effective immediately.
Makes appropriations to the Department of Human Services for fiscal year beginning July 1, 2011, as follows: Home Services Program - $616,800,000; Centers for Independent Living - $6,600,000. Effective July 1, 2011.
Amends the Unified Code of Corrections. Makes a technical change in a Section requiring the Department of Corrections to designate those institutions and facilities that are maintained for persons assigned as adults and as juveniles.
Appropriates $2 from the General Revenue Fund to the Department of Corrections for its FY13 ordinary and contingent expenses. Effective July 1, 2012.
Amends the Grow Your Own Teacher Education Act. Deletes language that provides that the goal of the Grow Your Own Teacher Education Initiative is to add 1,000 teachers to low-income, hard-to-staff Illinois schools by 2016.
